October 18, 2004
Hawai'I County Council's Committee on Planning
Mr. Leningrad Elarionoff, Chair
Committee Members
Subject: Testimony In Opposition To Change of Zoning
Applicant: Western United Life Assurance Company
Bill 248, Draft 3 Comm. 560
I am submitting testimony in opposition to the Application for a Change of Zoning
that has been submitted by the Western United Life Assurance Company.
My home is on Inia Lane, and the back of my property borders the Alenaio
Stream. Our family has lived here for over sixty years, and we have had many
occasions to experience the effect of a lengthy and heavy rainfall on the volume
of the Stream.
I am alarmed by the immediate and dangerous flows that now occur with
increasing frequency. I attribute this to the development of new subdivisions
above Komohana Street and along the Stream, and also to the renovation of the
Komohana Street Bridge, which appears to have redirected the flow in a manner
which protects some formerly threatened properties while at the same time
threatening others which were previously secure.
My concern and the reason for this submission is that this proposed development
(in such close proximity to the Alenaio Stream) will undoubtedly result in even
greater runoff, further threatening the homes of residents downstream, damage
to the soccer fields, and the inconvenience of the closure of Kamehameha
Avenue due to flooding.
