Dear Council Member:
We urge your support of Comm. 804 (Bill 350) which
includes funds to update the previous study of the
Honokaa Wastewater Disposal (1990) and to conduct a
preliminary engineering study of a sewer system in c:
downtown Honokaa. A comprehensive solution must be y
i
provided to the governmental entities, the business c
community, the churches, the community facilities and -1
the community at large that will be affected by the
EPA ban on Large-Capacity Cesspools in Hawaii County
and particularly in Honokaa. With every passing
month, the penalties are increasing and could, if
imposed, literally turn Honokaa into a ghost town.

As a representative of the Honokaa Business
Association, a 501(c)(3) organization, the commercial r`7
property owners on Mamane Street and elsewhere in the rv
community would find it difficult - if not impossible-
to find space to install a septic system in the space
available, not to mention absorb the initial and
continuing costs of maintaining such a system. With
so little time remaining before the EPA deadline, we
would welcome the opportunity to take advantage of the
work that was completed for Honokaa Facilities Plan of
1990 and support the County of Hawaii to connect to
the existing sewer system owned and maintained by the
Hale Ho'ola Hamakua, the State's long term care
facility.
We appreciate the adoption of House Resolution 84,
HD1, sponsored by Dwight Takamine, during the last
legislative session requesting collaboration of all
affected agencies to develop a joint implementation
plan, and Dr. Fred Holschuh's continuing support.
