BOX 408 PAAUILO, HAWAII 96776 Oct. 8, 2004 Mr. Aaron Chung, Chair Finance Committee Hawaii County Council 25 Aupuni St. Hilo, Hawaii, 96720 Re: Bill 348 to Amend Ordinance no. 04-59 Dear Chairman Chung and members of the Finance Comnmittee The Paauilo Mauka Kalopa Community Association would like to lend it's support and encouragement to the adoption of Bill 348 amending bond ordinance no. 04-59. As you may be aware during the past spring rains one of the two main access roads to and from the Paauilo Mauka community was washed out, adding a one half hour detour to and from our community for citizens, school buses and emergency vehicles. As the current infrastructure in our area is already severely lacking in relation to the amount of traffic and development occurring, this situation made our already dangerous road conditions worse. Of course, the county road crew, headed by Chip Luscomb, did an extraordinary job in repairing the damage and re-opening Sand Gulch (lower Kaapahu Road) in record time. However, the community and Chip believes that this road is subject to various problems which may lead to further closures at any time. In 1987 our community began working on a bypass proposal to the Sand gulch route. In 1995 a by-pass road to Sand Gulch was proposed by our community, Working with the County plans were drawn up, and a right of way committed. Unfortunately, the proposed funding for the project was diverted by the past administration. Last spring when Sand Gulch was washed out we brought this project to the attention of Chip Lipscomb, Stan Nakasone, Bruce McClure and Councilman Fred Holschuh. They all see the many benefits of such a by-pass, as this bypass road would alleviate the need for the continuous repairs that Sand Gulch will inevitably continue to require, as well as eliminating a hazardous passage for our community members, school busues and emergency vehicles. At the last general meeting of the Paauilo Mauka Kalopa Community Association, in July of this year, there was unanimous agreement among the membership that this project is the most crucial issue currently facing our community. We hope you will agree with the above mentioned county employees and the undersigned current and past presidents of the Paauilo Mauka Kalopa Community Association, Board members, and other community members, and include the Sand Gulch by-pass Road for funding from the proposed bond.
