Subject: Bill 175, Draft 5, Real Property Taxes Relating to Real Property Assessment,
which the 3% growth cap applies.
Enclosed for your review is Bill No. 175, Draft 5, which was the result of the amendments made
at the October 20, 2004, council meeting. Draft 5 includes the following approved amendments
as proposed by the administration and those approved floor amendments:
1. Page 3, Section 19-53(e)(2)(A)(iii) was amended by adding to the end of the sentence to read
as follows, "except as f 1 exempted under sections 19-71(a) or (b)".
2. Page 3, Section 19-53(f), was amended by adding to the end of the first sentence to read as
follows, "...considered to have special knowledge of aericultural land values and uses."
