Ordinanc No. 91-71 is amended as follows;
Specifioal!ly Paragraph ((3), a comprehensive traffic management proposal, approved by the
Department of Public Works, shall be submitted with the Special Management Area (SMA) Use
Permit Application.
Thep se of this message is to respectfully request that the "comprehensive traffic
managem t proposal" be accomplished by an independent, professionally recognized
organization, to include a 3-mile circle of Kailua Village, My concern is that the council has
been approving hundreds of living units in and around Kailua Village without the necessary
infiwtrw we to accomodate the thousands of cars anticipated.

Perhaps abject project can be held up pending a review of the study; and if the study
recotaana~j ids additional in&actructuro (mainly roads), that subsequent approval be tied to
coneurr y with the Handing of the recommended roads.
