Uote---v~.l O'~4 SAFE COMMUNITY HIGHWAY SAFETY PROGRAM QUARTERLY REPORT PROJECT TITLE: HCPD CLICK IT OR TICKET PROGRAM/OP04-OS (02-H-0:11 Priority Area: I Area: Occupant Protection The goal of this project is to reduce fatalities and injuries to front seat occupants, and rear seat occupants aged 17 and under, of motor vehicle collisions by increasing public awareness of the youth backseat seat belt laws. I . Prize giveaways during morning "school traffic" radio shows. 2. Conduct two "Click It or Ticket" 3 on 3 Basketball Tournaments (one in Puna and one in Kona) for youth aged 6 through 18. Each event to run three days. 3. Have the participation of about 600 youth and attendance of about 1200 people at the two events. 4. Obtain about 1000 pledges from youth and adults to wear their seat belts and ensure that all occupants of vehicles operated by them are seat belted. 5. Issue 1000 "Click It or Ticket" t-shirts promoting seat belt use to all participants and volunteers of the event. 6. Conduct a "Click It or Ticket" t-shirt design contest amongst schools in the Puna district, with the winning design used on the "Click It or Ticket" t-shirts issued to participants and volunteers. 7. Issue about 300 customized "Click It or Ticket" medals to placing teams in each age division. 8. Conduct "Click It or Ticket" presentations throughout the events. 9. Involve community and student volunteers in assisting with the tournaments. Place "Click It or Ticket" posters in 40 public schools island-wide. 10. Coordinate a cooperative media event to be held during the tournaments, to include Keiki car-seat checkpoint, booster-seat educational presentation and enforcement projects to be conducted to coincide with the tournaments. 11. Tournaments to be held on or about the November 2003 and March 2004 "Click It or Ticket" mobilizations. 12. Partnerships with the Department of Education, Keiki Injury Prevention Coalition, Department of Health, HATCH, High School Key Clubs, and community organizations will be formed to coordinate and facilitate these tournaments. GRANT PERIOD RESULTS: (FINAL REPORT) • T-shirt prize giveaways were conducted on the two major radio stations in the South Hilo and Puna Districts. Giveaways were conducted during the National Click It or Ticket mobilizations. • Four "Click It or Ticket" 3 on 3 Basketball Tournaments held: o November 15-16, 2003 at the Keaau High School Gymnasium in the Puna District. o May 8-9, 2004 at the Kekuaokalani Gymnasium in the Kona District. o May 22-23, 2004 at the Papaikou Gymnasium in the South Hilo District. o August 19-22, 2004 at the Papaikou Gymnasium in the South Hilo District. • 266 basketball teams consisting of 1401 youth participated in the four events. Approximately 4000 people attended the events. • Obtained over 2800 pledges from youth and adults to wear their seat belts and ensure that all occupants of vehicles operated by them are seat belted. • A "Click It or Ticket" t-shirt design contest was held at Keaau High School and twelve entries received. The t-shirt design was selected from this contest. 1882 "Click It or Ticket" T-shirts were issued to participants, volunteers and coordinators of the events. Issued 120 customized "Click It or Ticket" medals to placing teams in each of the eight divisions. • Conducted "Click It or Ticket" presentations at the event, to include two live radio remotes (one of which was conducted from a TEU seat belt checkpoint), and one opening ceremony conducted by radio disc jockey "Gumby" at which all tournament participants attended. • The tournament was conducted in partnership with the Hawaii County Police Department Traffic Services Section, Traffic Enforcement Unit, Community Policing and HI-Pal staff, Department of Health, Keiki Injury Prevention Coalition, HATCH, Keaau High School Key Club, Keaau High School Audio Class, St. Joseph High School Cheerleaders, Hawaii Warriors Athletics, New West Broadcasting and Pacific Radio Group. Over 60 volunteers participated. • "Click It or Ticket" posters placed in 40 schools island-wide. • A coordinated media event, including live radio remotes, press releases, and "Click It or Ticket" commercials was conducted in conjunction with the events. APELE PHONE: 961-2305 OCTOBER 1, 2003 ~ ,r ,,~y„ BASKETBBALL TIME AGAIN- The Traffic Services Section and HI-PAL are sponsoring a "Click It or Ticket" 3-on-3 Basketball Tournament in November. MEDIA RELEASE The Traffic Services Section in conjunction with the Hawaii Isle Police Activities League (HI-PAL) is accepting registration for a 3-on-3 basketball tournament to be played in East Hawaii in November. The second annual "Click It or Ticket" 3-on-3 Basketball Tournament is scheduled for November 15-16, 2003, at the Keaau High School gymnasium. Entries are being accepted in the following divisions: 8 & Under, 9-10, 11-12, 13-14, 15-17 (coed), 12 & Under Girls, 19 & Under Girls and 15- 17 Girls. "We are using this athletic event as a forum to provide education and awareness of our seat belt laws," Sergeant Randy Apele of the Traffic Services Section. "Most people are unaware that state law requires all youth and teens 4- 17 years old to be belted in whether they are front- or rear-seat passengers. As a result, about only 70 percent of our children are belted in as passengers in the back seat of cars." Interested teams should call Sergeant Apele at 961-2305. APELE PHONE: 961-2305 NOVEMBER 21, 2003 MEDIA RELEASE Eighty-five basketball teams, composed of 400 youths aged 6 through 17, competed in the "Click It or Ticket" 3-on-3 Basketball Tournament held on Saturday, November 15, and Sunday, November 16, 2003, at Keaau High School Gymnasium. In the 8-and-Under Division, Warriors upended Garden Exchange 11-1 for the championship. Stingrays finished third. In the 9-10 Division, Warriors Blue 1 ran away from Warriors Silver 11-2 to claim the title. Warriors Blue 2 finished third. In the 11-12 Division, Eastside Playaz ousted the Cougars 15-7 in the title game. Gameboyz 2 finished third. In the 13-14 Division, Kamehameha edged Stingrays 8-6 to win the division. Pahoa Boys finished third. In the Boys High School Division, Stingrays defeated Rebels 21-13 to claim top honors. What Evas finished third. In the Elementary Girls Division, Keaau outplayed Cougars Green 15-9 for the title. Kamehameha finished third. In the Intermediate Girls Division, Zoom 1 outlasted Kamehameha 10-6 in the finals. Zoom 2 finished third. In the Girls High School Division, Stingrays 1 claimed the title with a 14-9 win over Stingrays 2. Keaau finished third. "The goal of the 'Click It or Ticket' 3-on-3 Tournament was to increase awareness of the seat belt law requiring youths and teens in the front and back seats to be belted, " said Sergeant Randy Apele of the Traffic Section. "Ultimately it's about reducing injuries and saving lives." In the 8-and-Under Division, Stingrays upended Piopio Bears 11-7 for the championship. Konawaena finished third. In the 9-10 Division, Konawaena 2 edged Warriors 8-7 to claim the title. Imua finished third. In the 11-12 Division, Stingrays 1 ousted Imua 15-10 in the title game. Stingrays 2 finished third. In the Boys High School Division, Stingrays 2 defeated Stingrays 1 15-12 to claim top honors. Pai Ka Nalu finished third. In the Elementary Girls Division, Warriors out played Kamehameha 8-4 for the title. Konawaena finished third. In the Intermediate Girls Division, Stingrays 1 outlasted Stingrays 2 12-8 in the finals. Imua finished third. The East Hawaii "Click It or Ticket" 3 on 3 Basketball Tournament is scheduled for May 22-23, 2004 at Papaikou Gymnasium. Over 80 teams have entered. "These tournaments are the kick-off for our'Click It or Ticket' enforcement mobilization," said Sergeant Randy Apele, head of the Traffic Services Section. "From May 24 through June 6, 2004, officers island-wide will be heavily enforcing the seat belt usage laws. It's part of a national zero-tolerance campaign to increase seat belt use and reduce fatalities and injuries in traffic crashes." In the 8-and-Under Division, Piopio Bears upended Warrior Wahines 11-0 for the championship. Garden Exchange finished third. In the 9-10 Division, Warriors 1 ousted Warriors 2 9-4 to claim the title. Garden Exchange finished third. In the 11-12 Division, Delirious edged Warriors 12-11 in the title game. Piopio Bears finished third. In the 13-14 Division, Kamehameha Blue out-gunned Kamehameha White 20-18 in the finals. Eastside finished third. In the Boys High School Division, Delirious defeated Take It Outside 19-18 to claim top honors. Keaau Boys finished third. In the Elementary Girls Division, Kamehameha out played Papaikou 8-2 for the title. Warriors finished third. In the Intermediate Girls Division, 2 Geddah 2 outlasted Stammers 13-8 in the finals. 2 Geddag 1 finished third. APELE PHONE: 961-2305 AUGUST 26, 2004 MEDIA RELEASE Seventy-nine basketball teams composed of 356 youths aged 6 through 18 competed in the "Click It or Ticket" 3-on-3 Basketball Tournament held from Thursday, August 19, through Sunday, August 22, 2004, at the Papaikou Gymnasium. In the 8-and-Under Division, Warriors I upended Wahine Warriors 10-3 for the championship. Warriors II finished third. In the 9-10 Division, Warriors Silver I ran away from Warriors Silver II 9-3 to claim the title. Wahine Warriors finished third. In the 11-12 Division, Bears 2 ousted Bears Blue 7-5 in the title game. Warriors Blue finished third. In the 13-14 Division, Stingrays edged Bears Y 12-7 to win the division. Eastside Playaz finished third. In the Boys High School Division, Waiakea Ballaz defeated Stingrays 20-16 to claim top honors. Take It Outside I finished third. In the Elementary Girls Division, Kamehameha outplayed Warriors 8-7 for the title. Showtime finished third. In the Intermediate Girls Division, Door Knobs outlasted Stingrays 14-9 in the finals. Showtime finished third. In the Girls High School Division, Stingrays claimed the title with a 16-6 win over No Care. Ekolu finished third. "The goal of the 'Click It or Ticket' 3-on-3 Tournament was to increase awareness of the seat belt law requiring youths and teens in the front and back seats to be belted," said Lieutenant Randy Apele of the Traffic Services Section. "Ultimately it's about reducing injuries and saving lives."
