UaYe SAFE COMMUNITY HIGHWAY SAFETY PROGRAM QUARTERLY REPORT PROJECT TITLE: HCPD ROADBLOCK PROGRAM/AL04-02 (O1-H-02) Priority Area: I Area: Alcohol Sobriety Checkpoints 1'he goal of this program is to reduce the number of alcohol related traffic fatalities and injuries, to increase public awareness, and to provide a constant deterrence against drunk driving by conducting DUI checkpoints on our highways and to increase public awareness and deter drunk driving on our highways by: 1. Establishing about 100 sobriety checkpoints with grant funds and 60 sobriety checkpoints with county funds, establishing checkpoints on all major holidays. 2. Affecting about 50 arrests for Driving Under the Influence (DUI) of Alcohol or Drugs at grant funded checkpoints and 37 DUI arrests at county funded checkpoints. 3. Affecting about 100 arrests for other violations at grant funded checkpoints and 75 arrests at county funded checkpoints. 4. Issuing 250 citations for violations at grant funded checkpoints and 185 citations at county funded checkpoints. 5. Screening an estimated 25,000 vehicles while on grant-funded projects and 15,000 vehicles at county funded checkpoints. 6. Purchasing eight 35mm cameras for use by our Traffic Enforcement Unit in alcohol involved traffic crashes involving injuries or fatalities. 7. Purchasing six Turbofalre Portable Emergency Lighting Kits for use by police officers at DUI checkpoints in each of the eight police districts. 8. Attending Lifesavers traffic safety conference. 9. Attending annual Drug and Alcohol Impaired Driving (DRE) Seminar. 10. Attending four quarterly Statewide Traffic Commanders Meetings. The Statewide Traffic Commanders Coalition has agreed that DUI deterrence and the use of sobriety checkpoints should be coordinated statewide. HCPD ROADBLOCK PROGRAM PAGE2 GRANT PERIOD RESULTS: (FINAL REPORT) • Established 25 sobriety checkpoints with grant funds and 2 sobriety checkpoints with county funds in the fourth quarter. Checkpoints were established on all major holidays. Total of 96 sobriety checkpoints with grant funds and 36 sobriety checkpoints with county funds established during fiscal year. • Initiated 65 arrests for Operating a Vehicle Under the Influence of an Intoxicant (OVUII) at grant-funded checkpoints and 1 OVUII arrests at county funded checkpoints in the fourth quarter. Total of 126 OVUII arrests with grant funds and 27 OVUII arrests with county funds made during fiscal year. • Initiated 145 arrests for other violations at grant-funded checkpoints and 7 arrests at county funded checkpoints in the fourth quarter. Total of 255 arrests for other violations with grant funds and 62 arrests for other violations at county funded checkpoints made during fiscal year. • Issued 3 seat belt and 113 other citations for violations at grant funded checkpoints and 6 seat belt, 3 child restraint and 23 other citations for violations at county funded checkpoints in the fourth quarter. Total of 17 seatbelt, 6 child restraint and 553 other citations for violations issued at grant funded checkpoints and 16 seatbelt, 8 child restraint and 308 other citations issued at county funded checkpoints during the fiscal year. • Screened 3174 vehicles at grant-funded projects and 256 vehicles at county funded checkpoints in the fourth quarter. Total of 14,426 vehicles screened at grant-funded projects and 5261 vehicles screened at county funded projects during the fiscal year. • 37 roving enforcement projects were conducted on a trial basis in the fourth quarter. These efforts resulted in 45 DUI arrests, 102 other arrests and eleven citations issued. These statistics are reflected in the quarterly and yearly totals listed above. • Ordered 35mm cameras for the Traffic Enforcement Unit. • Attended Lifesavers Conference, DRE Seminar and Statewide Traffic Commanders Meetings. Eight of ten performance indicators for grant funded projects were attained. Arrests for impaired driving and other violations, citations issued, ordering of cameras and purchasing lighting kits, attendance to Lifesavers Conference, DRE Seminar, and Traffic Commanders meetings were all attained. The number of sobriety checkpoints conducted and vehicles screened were not attained. This was due, in part, to staff shortages and change in Traffic Enforcement Unit personnel that made it difficult to provide officers on overtime status. One of five performance indicators for non-grant funded projects was attained. The number of citations issued at non-funded checkpoints was attained. The number of checkpoints, number of impaired driving arrests, number of other azrests and number of vehicles screened was not attained. As indicated above, this was due, in part, to staff shortages and change in Traffic Enforcement Unit personnel. Enforcement, deterrent and educational efforts resulted in a reduction of alcohol related fatalities for the 2003-04 fiscal year as compared to the 2002-03 fiscal year. From October I, 2003 through September 30, 2004, there were 13 alcohol related fatalities, or 30% of the 43 total fatalities. This is a decrease from the previous year totals of 12 alcohol related fatalities, or 38% of the 32 total fatalities.
