SAFE COMMUNITY HIGHWAY SAFETY PROGRAM
QUARTERLY REPORT
PROJECT TITLE: HCPD SPEED ENFORCEMENT PROJECT/ SC04-06 (O1-H-02)
Priority Area: [ Area: Speeding
The goal of this project is to reduce the number of motor vehicle collisions resulting in
fatalities caused by speeding drivers and to enforce speeding laws by:
1. Conducting approximately 100 highly visible speed checkpoints to include
enforcement operations targeting illegal or "outlaw" racing in affected districts and
during late night peak illegal racing times. Operations to include traffic violations
often associated with road racing vehicles.
2. Issuing approximately 1200 citations for speeding.
3. ]suing approximately 1200 citations for other violations.
4. Affecting approximately 20 arrests during enforcement efforts for illegal road racing,
warrant violations and other offenses.
The Statewide Traffic Commanders Coalition has agreed that speed enforcement should
be coordinated statewide.
GRANT PERIOD RESULTS:
(FINAL REPORT)
• Conducted 59 highly visible speed checkpoints island-wide in the fourth
quarter.
Total of 179 checkpoints conducted during fiscal year.
• Issued 453 citations for speeding violations, 7 citations for seat belt violations,
2 citations for a child restraint violation, and 135 citations for other traffic
violations in the fourth quarter.
Total of 1336 speeding, 18 seat belt, 9 child restraint and 631 other
citations issued during fiscal year.
• Affected 3 arrests including 2 OVUII arrests in the third quarter.
Affected 40 arrests, to include 10 OVUM arrests, 3 racing on highway
investigations and one reckless driving investigation during fiscal year.
Attained three of four performance indicators for grant period. The number of speed
enforcement projects conducted, speed citations and arrest made were attained. The
number of other citations was not attained. Projects focusing on illegal road racing were
also conducted resulting in three racing on highway and one reckless driving
investigation.
