SAFE COMMUNITY HIGHWAY SAFETY PROGRAM
QUARTERLY REPORT
PROJECT TITLE: HCPD YOUTH DETERRENCE/AL04-02 (08-H-01)
Priority Area: I Area: Alcohol Countermeasures
The goal of this project is to reduce the number of alcohol related traffic fatalities
involving the under 21 driver by apprehending potential under-aged drunk drivers before
they operate a motor vehicle and by deterring under-aged drinking and driving.
1. Affect approximately 140 arrests of persons under the age of 21 for violations of
liquor laws.
2. Affect approximately 70 arrests of persons under the age of 21 for other violations.
3. Conduct approximately 30 operations targeting Rave Party incidents or large
gatherings in public places.
4. Conduct enforcement during major holidays, graduation, during summer months and
other periods as deemed necessary.
5. Increase contacts with youth under the age of 21.
The Statewide Traffic Commanders Coalition has agreed that youth deterrence projects
should be coordinated statewide.
GRANT PERIOD RESULTS
(FINAL REPORT):
• Conducted 33 enforcement projects in the fourth quarter.
Conducted 61 enforcement projects for the fiscal year.
• Arrested 111 persons under the age of 21 for liquor violations, and 2 arrests of
persons under the age of 21 for other violations during the fourth quarter.
Affected 188 arrests of persons under the age of 21 for liquor violations and
10 arrests of persons under the age of 21 for other violations for the fiscal
year.
• 3 arrests of adults for liquor violations in the fourth quarter.
Affected 10 arrests of adults for liquor violations and 4 arrests for other
violations for the fiscal year.
