SAFE COMMUNITY HIGHWAY SAFETY PROGRAM
QUARTERLY REPORT
PROJECT TITLE: HCPD CROSSING GUARD PROGRAM/ PS04-08 (O1-H-01)
Priority Area: I Area: Pedestrian Safety
The goal of this project is to increase pedestrian safety in the 20 school zones serviced by
school crossing guards and amongst senior citizens by providing pedestrian safety
training to 40-school crossing guards and to the various senior citizen groups and senior
citizens island-wide.
1. Provide two training sessions, one in East Hawaii and one in West Hawaii, consisting
of a two-hour pedestrian safety course to 40 school crossing guards and atwo-hour
senior citizen pedestrian safety course for senior citizen organizations.
2. Conduct training sessions in August 2004.
3. Utilize overtime to fund two coordinators for these trainings.
4. Hawaii County Police Department to fund program after first three years (This is the
third year of the three-year program).
5. Hawaii County Police Department to provide facilities for training sessions.
6. School Crossing Guard coordinator or designee will conduct 4 school crossing guard
inspections per month utilizing County funds.
GRANT PERIOD RESULTS
(FINAL REPORT):
• Conducted 61 school crossing guard inspections in the third quarter. Conducted a
total of 224 inspections for the fiscal grant period.
• School Crossing Guard training conducted in East and West Hawaii. Twenty-
nine school crossing guards received atwo-hour training module.
The goal of this grant was to increase pedestrian safety in the 20 school zones serviced by
school crossing guards and amongst senior citizens by providing pedestrian safety
training to 40-school crossing guards and to the various senior citizen groups and senior
citizens island-wide.
Twenty-nine school crossing guards received atwo-hour training mode. Eleven guards
were not trained due to position vacancies or scheduling conflicts. Follow-up training is
continuously conducted with all school crossing guards. 224 inspections of school
crossing guards were completed during the fiscal year.
The pedestrian training for senior citizens was not completed due to lack of participation.
