FROM: J. Curtis Tyler, II.SUBJECT: Resolution to Tran er/ pprFunds for an Impact Fees Needs
Assessment Study
Attached please find a resolution to transfer appropriate $107,000.00 from the Clerk-Council
SVC Contingency Relief Fund to a newly designated account for the purpose of funding an
Impact Fees Needs Assessment Study.
As you know, such a study is required pursuant to §46-143, Hawaii Revised Statutes prior to the
adoption of an impact fees ordinance, which will provide a valuable and accountable planning
tool for our county.
In addition to the $50,000 I wish to transfer/appropriate for this purpose, I wish to thank the
following council members for their willingness to contribute funds from the Council's
contingency fund for this appropriation: Joe Reynolds/$25,000.00; Dr. Fred C.
Holschuh/$20,000.00; Michael Tulang/$10,000.00; Bob Jacobson/$2,000.00.

RE: Request to Waive Consideration of Resolution No. 268-04 A Resolution
Transferring/Appropriating an Appropriation from the Clerk-Council SVC Contingency
Relief Fund for an Impact Fees Needs Assessment Study.
Pursuant to Section 1(g) of Rule 4 of the Procedure of the Council of the County of Hawaii, I request
your support for waiver of this matter from my Committee on Finance for consideration and approval by
the full Council at its next scheduled meeting on November 10, 2004.
At the request of Council Member J. Curtis Tyler, III, 1 recommended that this resolution be taken up for
favorable consideration by the current Council.
It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda
for review. However, in the event this request is denied, for whatever reason, I understand the matter
shall be referred to the Committee on Finance for placement on its future agenda.
