Hawaii Green Party Resolution On State and County Land Use Policy for Pablic
Lands As Approved at the Quarterly Green Party Meeting June 29, 1997
Whereas: The state of Hawai' i has a history of allowing and promoting use of public lands
for the benefit of large corporations and wealthy individuals, ottea withoat consultation with the
communities where the land is located, and
Whereas; The State ifHawai'i is attempting to lease large tracts ofland to aforeign
corporation for pulp timber forestry, a land use which is increasingly being questioned because
of its negative impacts on the communities involved, and
Whereas: In order to ensure the economic and social health of a community, the community
should consulted be and involved in decision making processes involving land in the community
whenever possible, and
Whereas: The community usually has the moat practical knowledge and experience ofwhat
lead uses are appropriate aad beneficial to the community, plus a wealth of wisdom gained from
years of living on that land, and
Whereas: Foreign or out of state corporations should not be allowed to use public lands
unless no local residents or companies that are willing to use them first, and
Whereas: State Forestry studies have indicated that high value tropical hardwoods and
associated buainesaes would be the beat forestry use of this land, and
Whereas: Pulp timber operations in Indonesia, South America, Southeast Asia, and Afiica
depend heavily on government subsidies, and there has not been a true coat economic analysis on
the development of these former sugar cane lands.
Therefore Be It Resolved That: The Hawaii Green Pasty supports the use ofpublic lands
by local residents in ways that reduce Hawaii's dependence on imported products and food, and
Be 1t Further Resolved That: The State and County of Iiawai'i seek maximum
