Arakaki, Chair and Members of the County Council County Council 25 Aupuni Street Hilo, HI 96720 Dear Chair Arakaki and Members of the County Council: SUBJECT: BILL 248, DRAFT 3 -UNIVERSITY TERRACE PROJECT At the Octoberl, 2004 Planning Committee meeting, some concern was expressed about the cost to the developer of the Ponahawai Extension. Although I continue to recommend that the ordinance require the developer to bear this cost, I did investigate whether the scale of the road could be reduced, in light of the reduction in the number of residential units and the size of the commercial area. After discussing this with the Department of Public Works, the Planning Department can support reducing the right-of- way from the 80' required in Draft 3 to a 60' right-of--way. The "City of Hilo Zone Map" shows the Ponahawai Extension as having a future right-of--way of 60 feet. The present Ponahawai Street, between Kapiolani and Komohana, has aright-of--way of 60 feet, and is shown as a 60-foot right-of--way in the "City of Hilo Zone Map." The pertinent condition, which is "O" in Bi11248, Draft 3, would then read: "The extension of Ponahawai Street to Mohouli Street (referred to hereafter as the "Ponahawai Street extension") shall be a minimum right-of--way width of [eighty (80)] sixty 60 feet and built to County dedicatle standards, including the provision of curbs, gutters, and sidewalks, and be built on an alignment meeting with the approval of the Department of Public Works. Upon its completion, the roadway shall be dedicated at no cost to the County." Hawaii County is an equal opportunity provider and employer. Comm. No. s~• Ref. To: Presented Ref.
