Arakaki, Chair & Members, Hawaii o ty Council - cn FROM: ad Elari off, air Committee on Planning RE: General Plan Amendments Procedures Attached for your referral to the Planning Committee is a bill for an ordinance that outlines procedures for interim and comprehensive review amendments to the General Plan. Along with this bill is an annotated version of the bill that was prepared by the Office Legislative Auditor. This provides detailed information as to changes proposed in this legislation. I intend to request deferral of this item pending the convening of the new Council. In summary, the attached bill does the following: 1. Separates General Plan amendment procedures from the General Plan text. This bill seeks to separate the amendment procedures from the plan itself. It proposes that the procedures will be incorporated into Chapter 16 of the Hawaii County Code relating to Planning. 2. Aligns amendment procedures with Charter provisions. This bill clarifies the Council's the authority to initiate and make the final decision on all General Plan amendments during both comprehensive and interim reviews. 3. Streamlines the comprehensive review process. Language mandates the Council to introduce a resolution directing the review process to begin and sets a timeline for input the process. 4. Expands notification requirements. The landowner notification requirement was expanded to include agriculture designations as well.
