Re: Resolution Creating Position
Enclosed is a resolution creating twenty (20) Police Officer I (Temporary) positions for the Hawai'i
County Police Department. Due to the increasing number of vacancies within the department,
they have started to conduct two separate recruit classes within a year. Presently, with only
twenty-three (23) Police Officer I (Temporary) positions available and having extended the initial
probationary period from 12 months to 18 months, this has compounded to a personnel and
payroll administrative problem. To accommodate the increased number of recruits during the
year, the department has had to temporarily downgrade Police Officer II positions from the various
districts, assign them to the training division, and then move them back to their former class and
location upon the completion of the probationary period. Creation of these positions will alleviate
these cumbersome tasks. These positions will be funded from salaries and wages within the
department from resulting vacancies, similar to their other Police Officer I Temporary positions.

Officer I TEMP positions for our recruit class. The positions will be funded from salaries
and wages within the department from resulting vacancies, similar to our other Police
Officer I TEMP positions.

COMMENTS:
The creation of 20 Police Officer I TEMP positions that would be funded by vacant
positions would eliminate a lot of paperwork that is currently being done. This would
improve the efficiency of the personnel and payroll sections by eliminating the need to
temporarily downgrade positions from various districts, moving the positions and funding
to the Personnel and Training Division, switching the payroll codes so that checks are
issued properly, and processing of additional Form 13's and 05s that affect both the Civil
Service and Finance Departments. All the additional paperwork generated to
accommodate additional hires for the recruits, especially with the extended
probationary period is cumbersome. Upon completion of the initial probationary period
or when transfers are processed for the permanent Police Officer Ils, the positions are
then reallocated back to their former class, transferred back to their former district, and
subsequent Form 13s and 05s need to be processed. At times, paychecks and mail are
routed to the wrong districts when the timely changes are not made and employees
are transferred.

authorized programs, basis for increased workloads, etc.):
Due to the increasing number of vacancies and inability to fill them at one time, we
have started having two separate recruit classes within a year. We have also
extended the initial probationary period from 12 month to 18 months, which has
further compounded the problem of PO I positions to fill when only 23 PO I positions
currently exist. This has resulted in the department temporarily downgrading PO II
positions and moving them from their respective districts, then moving them up and
back upon the completion of the probationary period. This additional work of
processing the approvals, position descriptions, changes to the responsibility centers,
Form 13s and 05s etc. is not efficient.
2. Can new duties be assigned to existing positions or handled in other way such as
short term contracts, etc.
No, the current method of downgrading and then reallocating vacancies is the only
way that we have been able to accommodate the additional recruits that are hired
and the longer probationary periods.
3. How will new position increase the efficiency/effectiveness of operations? (Use
productivity measurements where possible.):
The creation of the additional Police Officer I TEMP positions will allow the
department to fill the positions with the recruits in their respective classes, fund them
through vacancies, and keep them in the proper division (training) instead of
moving existing positions from the various districts to Personnel and Training,
changing the funding source, etc.

4. Alternatives that were considered in lieu of new position. (Have technological
changes been considered?)
None, up until now. We feel this creation of non-funded positions is the most efficient
and cost effective.
5. Why were manpower needs not planned through budgetary process?
In checking with Managing Director Dixie Koetsu, since funds are not being
requested, we are advised to send the proposal in when possible, and not wait for
the normal budget process.
6. List other rationale or pertinent statements and data:
The department currently has 30 vacant PO II positions, 14 vacant PO III positions
(which would be.filled by PO Hs) for a total of 44 vacancies that would need to be
filled by the PO I level. As we currently have 23 PO I positions, the additional 20
positions would just meet our requirement, if we were fortunate to be able to fill all
vacancies with recruits.

This is the entry level class of the police series. It involves initial academic and on-the-job, in-service training of time.

Investigates traffic-related accidents; cites for moving traffic violations, regulatory violations and parking violations;
takes measurements and photographs scene, places charges and prepares detailed reports with scaled diagrams
according to existing laws, ordinances and departmental policies; makes intensive follow-up investigations of 10%
traffic accident cases, including felony and misdemeanor cases involving fatalities; testifies in court; operates a
police vehicle to patrol areas having high vehicle accident rates; directs flow of motor vehicle traffic; reports
hazardous traffic conditions and recommends improvements; advises and assists patrol personnel in proper traffic
accident investigation techniques; compiles and prepares daily statistical reports on traffic accidents as required.

enforces all laws and ordinances; assists officers in adjoining beats as necessary; operates a police vehicle or on 10%

Training and Experience: A combination of education and experience substantially equivalent to
graduation from high school.
Qualification for Firearms: Must be qualified to carry and/or possess firearm or ammunition in
accordance with state and federal laws, e.g. no misdemeanor or felony domestic violence
conviction.
License Requirement: Possession of a valid Hawaii State driver's license (Class 3) or other valid
comparable motor vehicle operator's license.
Knowledge of: grammar, spelling, and word usage.
Ability to: learn and explain laws, ordinances, and regulations; learn police principles, practices,
methods, and techniques; follow oral and written instructions; deal courteously but firmly with
the general public; learn the geography of the County of Hawaii and the economic, social, and
racial composition of the community; keep records and prepare simple reports; operate various
office and other equipment and appliances.
Special Working Conditions: Irregular hours, shift and weekend work, and exposure to hazards
as required.
Physical and Age Standard: All candidates for employment as a Police Officer I shall be at least
