HomeMy WebLinkAboutRES 272 Draft 01 2002-2004 COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 2'I2 RESOLUTION CREATING TWENTY (20) POLICE OFFICER I (TEMPORARY) POSITIONS FOR THE HAWAII COUNTY POLICE DEPARTMENT WHEREAS, due to the increasing number of vacancies within the Hawaii County Police Department, they have started to conduct two separate recruit classes within a year; and WHEREAS, presently, with only twenty-three (23) Police Officer I (Temporary) positions and having extended the initial probationary period from 12 months to 18 months, this has compounded to a personnel and payroll administrative problem; and WHEREAS, to accommodate the increased number of recruits during the year, the department has had to temporarily downgrade Police Officer II positions from the various districts, assign them to the training division, and then move them back to their former class and location upon the completion of the probationary period; and WHEREAS, the additional work of processing the approvals, of revising position descriptions, of changing the responsibility center, the personnel forms, and the payroll certification forms, etc. is not efficient, is very time consuming, and has been problematic; and WHEREAS, the creation of the additional twenty (20) Police Officer I (Temporary), PO-05 positions will allow the department to fill the positions with the recruits in their respective classes, fund them with through vacancies, and keep them in the proper division (training) instead of moving existing positions from the various districts to Personnel and Training; and WHEREAS, funding for these positions will come from vacant position salaries; and WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor has the power to "Create positions...fortyhich appropriations have been made by the council...".
