Attached for consideration is a proposed bill to amend Ordinance 04-75, relating to
public improvements and financing thereof, for the period July 1, 2004 t June 30, 2005.
I am also requesting that this bill be waived from the Finance Committee.

RE: CIP: South Kona Police Station Plann ng/Design andl Con truction
Attached for your review is a proposed bill to amend Ordinance No. 04-75, as amended,
relating to public improvements and financing thereof for the fiscal year July 1, 2004 to
June 30, 2005. This bill proposes to appropriate funds for planning, design and
construction for a new police station in South Kona. As you know, the area is dire need
of a police station and there is overwhelming public support for this facility in South
Kona.
Pursuant to the Hawaii County Charter (2000), Section 10-6(d), I am requesting your
comments and recommendations regarding the attached bill.

ROJECT/PROGRAM DESCRIPTION:
SOUTH KONA POLICE STATION: PLANNING, DESIGN AND CONSTRUCTION FOR A NEW POLICE STATION FOR SOUTH KONA, INCLUDING A REFUELING STATION
AND A RADIO TOWER. SITE SELECTION PENDING.
ROJECT/PROGRAM JUSTIFICATION:
CURRENTLY THE SOUTH KONA AREA LACKS ADEQUATE POLICE PROTECTION BECAUSE THERE IS NO POLICE STATION LOCATED IN THE
DISTRICT WITH THE REQUIRED NUMBER OF OFFICERS TO ADEQUATELY SERVE THIS LARGE AREA. WITH THE PROJECTED INCREASE IN
POPULATION, THE SITUATION WILL ONLY GET WORSE. THIS PROJECT INITIATES THE PROCESS THAT ADDRESSES THE CURRENT AND
FUTURE NEEDS FOR IMPROVED PUBLIC SAFETY IN THE SOUTH KONA AREA.

Subject: Waiver of Attached Bill
Pursuant to Resolution No. 02-02, Section 1(g) of Rule 4 of the Rules of Procedure of the
Council of the County of Hawaii, this written request to waive the attached bill is being
submitted. This bill relates to public improvements and financing thereof for the fiscal year July
1, 2004 to June 30, 2005. This written request is submitted with my approval that the above
referenced bill be waived from the Committee on Finance to the full council for immediate
action. In reviewing the reasons for the waiver, it is deemed advisable that this waiver be granted
in a timely manner and the bill placed on the next council agenda for consideration. However, in
the event this request is denied, for whatever reason, I understand the matter shall be referred to
the Committee on Finance for placement on its future agenda.
