Re: Capital Budget
Enclosed is a bill for an ordinance adding the Machado Acres Park project for $50,000 to
this fiscal year's Capital Budget. These funds, made available by Council Chair James Y.
Arakaki's assignment of discretionary fund monies, reflect an additional appropriation to
this project which the Council had originally appropriated in Ordinance 04-45. Recently
prepared preliminary estimates have indicated that anticipated costs could exceed
available funds. These monies will augment the current allotment to ensure that adequate
funding is available to implement the project and result in a passive park site for the
enjoyment of the community, to ensure adequate surface water flow through drainage
easements at the site, and to remove large trees and undergrowth that could negatively
impact surrounding property owners.

A. REQUEST:
To amend Ordinance No. 04-45, as amended, relating to Public Improvements and
Financing thereof for the fiscal year July 1, 2004 to June 30, 2005 by increasing the
appropriation for 110-599-5591.72-115 Machado Acres Park from $205,000 to
$255,000.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED:
District 3 Councilmember and Chair James Y. Arakaki has generously assigned
discretionary fund monies to assist in implementing the development of the
recently acquired parcels within the Machado Acres Subdivision for park
purposes. Recently prepared preliminary estimates have indicated that
