Hawaii Green Party Resolution On State and County Land Use Policy for Public Lands
As Approved at the Quarterly Green Party General Membership Meeting June 29, 1997
Whereas: The state of Hawaii has a history of allowing and promoting use of public
lands for the benefit of large corporations and wealthy individuals, often without
consultation with the communities where the land is located, and
Whereas: The State if Hawaii is attempting to lease large tracts of land to a foreign
corporation for pulp timber forestry, a land use which is increasingly being questioned
because of its negative impacts on the communities involved, and
Whereas: In order to ensure the economic and social health of a community, the
community should be consulted and involved in land use decision making, and
Whereas: The community usually has the most practical knowledge and experience of
what land uses are appropriate and beneficial to the community, plus a wealth of
wisdom gained from years of living on that land, and
Whereas: Foreign or out of state corporations should not be allowed to use public
lands unless no local residents or companies that are willing to use them first, and
Whereas: State Forestry studies have indicated that high value tropical hardwoods
and associated businesses would be the best forestry use of this land, and
Whereas: Pulp timber operations in Indonesia, South America, Southeast Asia, and
Africa depend heavily on government subsidies, and
Whereas: There has not been a true cost economic analysis of the development of
these public lands.
Therefore Be It Resolved That: The Hawaii Green Party supports the use of public
lands by local residents in ways that reduce Hawaii's dependence on imported products
and food, and
Be It Further Resolved That: The State and County of Hawaii seek maximum
participation and consultation with affected communities, and

Be It Further Resolved That: An independent systematic economic analysis be done
examining all alternative uses of these lands such as bamboo culture, diversified
agriculture, agro-forestry, permaculture villages, and mixed hardwood forests for value
added products, and
Be It Further Resolved That: The analysis consider the true-costs benefits to Hawai'i's
natural environment people, natural environment, and quality of life, and
Be It Further Resolved That: The Hawaii Green Party opposes leasing or disposition
of public lands for large mono-crop plantation which will export raw materials rather than
supply local value added economic activities.
