Box 877 Pepeekeo, Hawaii 96783 November 9, 2004 County Planning Committee County of Hawaii 25 Aupuni Street Hilo, HI 96720 RE: Bills # 355 and 356 Communication # 821 Continental Pacific LLC Request for Rezoning - Pepeekeo, Hawaii Aloha Members of the Planning Committee: On behalf of the members of the Pepeekeo Community Association, I am submitting testimony recommending and requesting your approval of Bills # 355 and #356 relating to Continental Pacific LLC's request for rezoning in Pepeekeo. I have also attached supportive testimony that was submitted by the Association in September 2003 and September 2004 regarding the Company's request for SMA approval, illustrative of the working relationship with the community. For the past 3+ years, the community has been in productive dialog and communication with Continental Pacific LLC. The attached testimonies are evidence of the progressive direction both parties have been moving in to address the concerns and comments expressed by community members who will experience the impact of the changing facets development that is evident in numerous communities along the coast and on the island. The rezoning application redesigns the district from agriculture to urban and limited commercial and industrial. In the general overview of the changing face of the area and island, the requests also allows for pleasant economic development that presents potential opportunities attractive to local entrepreneurs. Lessening the potential and possible density is certainly a welcomed consideration to the surrounding community. It is to the credit of the Pepeekeo Community, Hawaii County, our elected lawmakers and Continental Pacific LLC that positive and progressive dialog and outcomes address the health and wealth of the community it is affecting. Dialog and discussion is on-going between all parties and equates to the best decisions possible. Positive relationships have and continue to effect communication and decisions that are inclusive and progressive. We encourage your positive consideration and approval of Bills #355 and #356 And submit supportive testimony on behalf of the Pepeekeo Community Association. Box 877 Pepeekeo, Hawaii 96783 September 15, 2003 RE: Special Management Area Use Permit Application (SMA 03-009) Applicant: Continental Pacific, LLC TO: Members of the Planning Commission, County of Hawaii Aloha Members of the Planning Commission: On behalf of the Pepeekeo Community Association, I would like to submit testimony in support of the request from Continental Pacific, LLC for approval of SMA 03-009. Being involved in addressing the community's concern about retaining fishing access to various popular shoreline fishing grounds in Pepeekeo, I am impressed by the willingness of both the community and landowners to develop a working relationship of collaboration. The common goal of acknowledging and honoring the values and identity of the Pepeekeo community has always been the guiding principal of the Association. It is this same principal that has channeled the efforts of addressing the fishing access issues to result in a win-win resolution that both parties have agreed to. Participation and involvement in numerous discussions between community members and representatives of Continental Pacific, LLC has fostered a better understanding by both parties of the character and uniqueness of our special community. It is always a heartwarming experience to see opportunities to enhance and preserve our rural lifestyle result in positive outcomes. The invaluable example of collaboration and empowerment speaks volumes of the efforts of both parties. It is to the credit of the members of the PCA's Fishing Access Committee and Continental Pacific, LLC's representatives that a model of effective dialog has been established. Having demonstrated their high regard for our community, I am of the belief that the future concerns of our community will be adequately addressed by Continental Pacific, LLC. Box 877 Pepeekeo, Hawaii 96783 September 16, 2004 RE: Special Management Area Use Permit Application SMA 03-009, SMA 03-016 Applicant: Continental Pacific, LLC TO: Members of the Planning Commission, County of Hawaii Aloha Members of the Planning Commission: It has been 1 year and 1 day since I presented testimony to you in support of the approval for Continental Pacific, LLC's SMA application. Requests for Continuances have been granted and agreed to for the sake of allowing community discussions to occur among ourselves as well as with the landowner. For that courtesy and consideration, we thank you for your support and your foresight of allowing the healthy growth of our community. We have since been involved in many meetings and discussions that have permitted the exchange of information, concerns, visions, values and respect for all parties involved. The knowledge, education and presentations of opportunities for individuals as well as community growth has been beneficial in identifying the strengths and expertise of many valuable individuals in our community. We have successfully made known the community's desire for fishing access in perpetuity along the Pepeekeo Coast, the completion of Phase II of the Kulaimano Recreation Complex and the need for affordable housing. The willingness by Continental Pacific LLC to actively participate in the many discussions and their financial contribution to assist in realizing the community's priorities provides a credible basis that these priorities will be partially met. It is the expectation that continued discussions, concessions and compromises will take place to bring about the results that will satisfy the community. We applaud the past, on-going and future efforts of our community to realize that change in inevitable. It is how we embrace or resist it that makes a difference. We have realized that by collaboratively working together for the benefit of the whole community is the way to efficiently effect change. This we are learning and implementing We commend the efforts of Continental Pacific, LLC, the Planning Commission, the Planning Department, our legal counsel and the COMMUNITY in these efforts.
