From Council Vice Chair J. Curtis Tyler, III, dated October 27.2004, transmitting the
above resolution in accordance with Section 21-26, Hawaii County Code. States the
applicant proposes to comply with Section 21-28(a) of the County Code, whereby
they will construct the sewer extension for the County and in return receive stated
benefits from the County for the stated period of time. Also states that the
Department of Environmental Management recommends approval of this extension
and payment mechanism. Attached to the resolution is Exhibit "A," which is the
application from Leo Fleming dated April 18, 2002, and a reduced map.
