Dear Mr. Chung,
Thank you very much for hearing the testimony of the members of the Paauilo
Mauka Kalopa Community Association regarding the above referenced bill,
especially with regard to the Sand Gulch By-pass proposal.
We would like to take this opportunity to mention a couple of items that we
neglected to mention during our testimony.
Firstly, you should be aware that Mr. Abraham Ramos, a long time and
prominent member of the community and our association, has agreed to
donate to the county and the community easement rights for the proposed by-
pass. This generous act will save the county many dollars and will hopefully help
to expedite the process of creating the by-pass.
Secondly, creation of the by-pass will eliminate the hazardous intersection of
Sand Gulch and Kalaniai Road.
Kalaniai Road is a major route to the Kalopa Mauka community as well as the
sign designated route to Kalopa State Park. It is a road used by residents and
tourists alike. The intersection of Kalaniai Road and Sand Gulch is at the bottom
of a hill, with a limited sight distance. Although there is a stop sign there, many
drivers, especially residents, rarely come to a complete stop. The Community
Association has had numerous complaints regarding this intersection. We
believe it is an accident waiting to happen. Comm. No. o

The Council's approval of the Sand Gulch By-pass proposal would eliminate this
danger and improve the road safety of the both the community and visitors to
the area, thus we encourage your support for this project.
