Notice is hereby given that the Council's Committee on Finance will he holding workshops on Bill 49, Draft 3
(Comm. 118.6), an Ordinance amending Chapter 19, Articles I (Administration), 7 (Tas Maps; Valuations) and
8 (currently Reserved) of the Hawaii County Code 1983 (1995 Edition), relating to Real Property Tax Definitions;
Non-Dedicated agricultural Use Assessment and Agricultural Use Dedication.
Workshop Format: In order to promote a healthy exchange between Committee members, administration. and
members of the public. public comments will he encouraged throughout Committee discussion at the call of the Chair
rather than at the customary heginning of die workshop.
Generally, amendments proposed in this bill include, but are not limited to, the following:
(I) Adds agricultural-related definitions to clarify terminology.
(2) Clarifies the category of gum-dediccned aKriculruru( u.ce aeses.rnrenle; requires property to be in certain
County zoning districts; changes the tax rollback period; and sets assessment at twice the dedicated
productivity value.
(3) Clarifies the category of agrirullzir'al a.ac declicu/ion by requiring new dedications he for 10 years and the
dedicated property be used for commercial purposes (gross revenues of $2,000/year): grandtathers
20-}car agricultural dedications; requires property to be in certain County zoning districts; changes breach
conditions; adds breach exceptions: changes rollback period; and modifies the dedicatiai period to allow
farmers/ranchers who lease their land to dedicate it for die period of their Icase ifthat period is at least
f ive years.
