RE: Bill Relating to Appropriation of Funds to Nonprofit Organizations
As mentioned' in the Council meeting of June 2, 1997, a change to Chapter 2, Article 25, Hawaii
County Code, would need to be made to accommodate the amendments made to the Operating
Budget FY 1997-98. The attached bill clarifies the awazding of a grant to be an appropriation to
a nonprofit organization that serves a public purpose. A contract would not be executed in the
case of a grant. On the other hand, a purchase of service agreement with the nonprofit
organization would be a contract with terms and conditions.
Hopefully, this alleviates the problem encountered by the social programs to which we have
awarded grants.

Pursuant to Section 1(e) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written approval is submitted in regards to Bill No. 100 relating to the
Appropriation of Funds to Nonprofit Organizations.
