Subject: Communication 346.12 (Fire Fighter Cheating Investigation)
A friend of mine was one of the candidates for Fire Equipment Operator
(FEO) during the interview in question. He told me that, well before the
FEO interview, he had been confronted by an Admirristration Official and
bluntly told... "No matter how well you do on the test, there is no way you
are getting promoted if you do not help us politically." This official then
sat on the interview board in question.
When the Civil Service investigator interviewed my friend, he told them
how he had been confronted. Apparently this is not hard evidence (DNA
samples, actual tapes etc'?). No one from Civi! Service ever contacted me
about my own revealations, and Bob Bailey (our Union Representative)
was told that mine was a separate matter.
What this reveals is...
1. A pattern of local non-enforcement- Which is a flag for other
agencies when deciding whether to investigate.
2. The need for an independent investigation- With our Civi] Service
Director declaring that there is nothing he can do (interesting that
the entire Civil Service Commission was appointed by our Mayor),
who is going to cause [he existence of a "level playing field" based
nn "the merit system.?"
Given the growing list of functionaries abdicating authority, it would seem
that responsibility most immediately arrives upon your desks...
