A BILL FOR AN ORDINANCE AMENDING THE PARKS AND RECREATIONAL
FACILITY SCHEDULE, CHAPTER 15, SECTION 15-68.1, HAWAII COUNTY
CODE 1983 (1995 EDITION), RELATING TO NAMING THE WAIAKEA-UKA GYM
LOCATED AT WAIAKEA-UKA PARK "STANLEY COSTALES WAIAKEA-UKA
GYM" IN HONOR OF STANLEY COSTALES.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Purpose. Stanley Costales was born in Hilo on July 21, 1928 and
graduated from Hilo High School in 1947. He was one of the best of a long line of
great athletes to graduate from Hilo High. Blessed with exceptional athletic ability,
he was an important part of the great Viking basketball and baseball teams of that era.
His athletic abilities, especially in baseball, did not go unnoticed. In 1951, he signed
a professional baseball contract to play shortstop for Bill Veeck's Cleveland Indians
Class A team in Dayton, Ohio.
Stanley and his family (wife Roberta and children Stanley, Jr. and Jody) lived in
Waiakea-Uka. He worked for the Department of Parks and Recreation as a
Recreation Instructor for a period of eighteen years from May 16, 1969 to January 9,
1987. Through dedication, hard work and aloha, Stanley contributed to the success of
many recreational, athletic and community events held at Waiakea-Uka Park.
Outside of work, Stanley gave countless hours of his time to athletics in our
communities: for example, coaching baseball (Little League, Hawaii Senior League,
AJA League) and softball (Saint Joseph High School girl's softball). Because of his
extraordinary dedication and hard work, he left an everlasting mark on the lives of
hundreds of our citizens -and especially our youngsters. He was a role model and
respected by all, young and old, athletes and non-athletes alike.
The purpose of this ordinance is to commemorate in perpetuity the many years
of dedication and hard work that Stanley Costales contributed to the promotion of
athletics in our Hilo communities. Therefore, the Waiakea-Uka Gym is named in his
honor, pursuant to Chapter 15, Article 8, Section 15-67 of the Hawaii County Code
of 1983, which establishes requirements for the naming of county parks and
recreation facilities.
SECTION 2. Chapter 15, Section 15-68.1, Hawaii County Code, relating to
the Parks and Recreation Facilities Schedule, Parks, Hilo/Hamakua, is amended to
read and be appropriately numbered as follows:
"Waiakea-Uka Park
( ) Stanl~ Costales Waiakea-Uka Gvm"
SECTION 3. New material is underscored. In printing this ordinance,
underscoring need not be included.
SECTION 4. If any provision of this ordinance, or the application thereof to any
person or circumstance, is held invalid, such invalidity shall not affect other provisions or
applications of the ordinance which can be given effect without the invalid provision or
application, and to this end, the provisions of this ordinance are declared to be severable.
SECTION 5. This ordinance shall take effect upon its approval.
