Dear L:ouncilman Chung:
Having read the morning newspaper about the "cheating" on
exams at the Fire Department, I sincerely hope that this
L:ouncil will have the courage to do a thorough and
INDEPENDENT investigation.
Having served un the Civil Service Commission I can say
without doubt that the cheating is going on and has been
for decades with the ASSISTANCE of the Civil Service
Directors who massage the requirements of promotions to meet
the needs of the "CHOSEN PEOPLE" who will get promoted.
To have the Civil Service office-da the investigation is
truly a travesty of justice because "cheating" starts with
that Department at the very highest level.
1. suggest that the Council appoint an independent committee
t.o do the investigation or nothing will 6e resolved.
You know for yourself, with your own experience in the
Corporation Counsel, of how politics benefits only those who
hold close ties to the Administration.
The cheating has gone on far years and not just at the Fire
Lepartment level. You can start to end it by
introducing legislation that will allow for an independent
c,omrnittee appainted by the Council to do the investigation.
To have the Mayor appoint a committee wauld be a joke! He
has a PHD in cheating and caver ups!!!!
