Re: Resolution urging the State Senate to assist in
resolving the issue of privatization

Honorable Chairman and Members of the Council:
My name is Richard Henderson and I am President of the Hati~aii Island
Economic Development Board (HIEDB).
The Board is a member organization of the Big Island Business Council
(BIBC). BIBC's annual listing of state and county legislative priorities
includes specific support and recommendations for privatization.
In 1993, HIEDB established the Private Sector Economic Coalition (PSEC)
which conducted a statewide conference in November, 1994 to identify key
issues such as partnerships to clear government agency bottlenecks for
construction projects, prioritize CIP projects, increase private sector
participation in service delivery, and examine the impact of unfunded federal
mandates. This partnership between private sector business and labor could
serve as a resource model in further examination of this important issue.
We strongly support the passage of the resolution, and thank you for the
opportunity to submit these comments.
