PC-39 Page 3 August 20, 1996 UNFINISHED BUSINESS Comm. 1059: ORDINANCE BILL AMENDING CHAPTER 25 (ZONING CODE) OF (Bill 235) THE HAWAII COUNTY CODE, AS AMENDED, RELATING TO THE EXCAVATION OF CINDER CONES From Councilman Keola Childs, dated March 6, 1996, transmitting the above bill, which purpose is to preserve and protect those cinder cones which hold substantial historical and environmental value to the County of Hawaii. Comm. 1059.06:From Planning Director Virginia Goldstein, dated June 24, 1996, transmitting comments, as requested, relating to the excavation of cinder cones, from Esther Ueda, Executive Officer, State Land Use Commission, dated June 3, 1996 and from Dean Y. Uchida, Administrator, Land Division, State Department of Land and Natural Resources, dated June 20, 1996; and from George Yoshida, P&R Director, dated May 30, 1996. Comm. 1059.07:From Mayor Stephen K. Yamashiro, dated July 26, 1996, transmitting a letter from Planning Commission Chairman Kevin M. Balog, submitting an unfavorable recommendation on the proposed amendments to Chapter 25 (Zoning Code) of the Hawaii County Code, as amended, relating to the excavation of cinder cones. States they concur with the Planning Director in recommending an unfavorable recommendation for reasons, as listed. Comm. 963: From Athena Peanut, Friends of the Red Road, dated January 25, 1996, informing of the need to preserve the cinder cones in the Puna district for the nesting and breeding of the A'o bird, which is on both federal and state endangered lists. States permits to mine the cinder cones are routinely given by the Planning Department without any consideration to the consequences for the flora and fauna and wishes to call the Council's attention to the urgency of recognizing the status of these cones and craters. Comm. 1283: RESOLUTION RELATING TO A COUNCIL-INITIATED WATER (Res. 352) IMPROVEMENT DISTRICT FOR THE KONA COASTVIEW AND KONA WONDERVIEW SUBDIVISIONS From Councilman Jim Rath, dated July 2, 1996, transmitting the above resolution. Comm. 1216: From Department of Water Manager Milton D. Pavao, P.E., dated May 29, 1996, transmitting a report and maps depicting the improvements that would be required for a department-approved water system for the subject improvement district, along with a preliminary cost estimate. PC-39 Page 4 August 20, 1996 Comm. 588.07: RESOLUTION ADOPTING THE MASTER PLAN OF KAILUA-KONA (Res. 374) From PC Chair Takashi Domingo, dated August 8, 1996, transmitting the above resolution. The plan will serve as a guideline for effecting and managing growth and development of the area and to ensure that such land use and development will be consistent with the General Plan of the County of Hawaii. Comm. 588.06: ORDINANCE BILL REPEALING ORDINANCE 217 RELATING TO THE (Bill 315) KAILUA VILLAGE DESIGN PLAN AND AMENDING CHAPTER 25 OF THE HAWAII COUNTY CODE RELATING TO THE KAILUA VILLAGE nFCrrN COMMISSION From Planning Director Virginia Goldstein, dated August 8, 1996, transmitting the above bill. The bill proposes to expand the boundaries for the Kailua Village Special District and to define the recomposition of the Kailua Village Design Commission. Comm. 588: From Mayor Stephen K. Yamashiro, dated July 13, 1995, transmitting a letter and enclosures from Planning Commission Chairman Wilton K. Wong regarding the Master Plan for Kailua-Kona. Informs the Commission is forwarding a favorable recommendation to the Council with amendments as recommended by the Planning Director.
