Recommends that Bill No. 683, Draft 2, be filed.
(Bill 683, Draft 2 (1993)/C-16.04 - Ordinance Bill
Amending Chapter 25 (Zoning Code) of the Hawaii County
Code, as Amended, Relating to One-Acre Parcels in
Agricultural Districts by Increasing the Minimum
Building Site Area in Agricultural Districts to Three
Acres.)
SUBCOMMITTEE ON AGRICULTURAL LAND USE STANDARDS REPORT NO. 2:
Recommends that Bill No. 96 be filed.
(Bill 96/C-415 - Ordinance Bill Amending Chapter 25
(Zoning Code) of the Hawaii County Code, as Amended,
Relating to the Agricultural District and the intensive
Agricultural District.)
SUBCOMMITTEE ON AGRICULTURAL LAND USE STANDARDS REPORT NO. 3:
Recommends, for the purpose of discussion (1) the creation of a new
zoning district for small acreage parcels; and (2) a 5-acre minimum
lot size for the IA and A district which is based on the criteria :.'et
forth for 1-5 acres zoning in Bill No. 96. (Attaches "Appendix A," a
summary of discussion of the workshop held on August 8, 1995 relating
to Bill No. 683, Draft 2 and Bill No. 96.)

Use Standards Chair Keola Childs, dated June 17, 1996,
transmitting his recommendations for revisions to the
zoning code relating to agricultural land use
standards. Recommendations are based on needs to
address important ag lands and small acreage
development issues.)

Comm. 1100: ORDINANCE BILL AMENDING CHAPTER 25 OF THE HAWAII
(Bill 250) COUNTY CODE RELATING TO REVISIONS TO THE ZONING CODE
From Mayor Stephen K. Yamashiro, dated March 29, 1996,
transmitting a letter and the above bill from Planning
Commission Chairman Kevin M. Balog.
Comm. 1100.13:From Jefri A. Metheany, D.C., dated May 16, 1996,
encouraging initiation of a law that allows the raising
and selling of poultry in agriculturally-zoned land of
ten-plus acres only and not in lesser acreage,
especially in residential, for reasons, as listed.
Comm. 1100.14:From John A. Broussard, dated May 11, 1996, regarding
the Zoning Revision Consultant's comment that virtually
all of the discussion and public testimony so far,
regarding the Zoning Code revision, has been in
connection with environmental impact statements and bed
and breakfast. States the statement is not true and
submits copies of testimony by others at Planning
Commission meetings.
Comm. 1100.17:From Hawaii Visitors Bureau, Big Island Chapter, dated
June 17, 1996, transmitting a letter from Barbara
Blackshear Andersen, dated June 18, 1996, providing
statistics by PAIT, the Professional Association of
Innkeepers International, of the typical bed and
breakfast guests.
Comm. 1100.18:From Marilyn O. Ednie, Ednie Realty, dated June 22,
1996 commenting on Bed and Breakfast establishments in
residential subdivisions.
Comm. 1100.19:From John A. Broussard, dated June 26, 1996, commenting
on the importance of workshops on the Zoning Code
revision.
Comm. 1100.23:From Planning Director Virginia Goldstein, dated
July 1, 1996, transmitting, as requested, a list of Bed
and Breakfast and Inn applications and a list of Bed
and Breakfast Members.
Comm. 1000.03:From Janice Palma, dated May 9, 1996, stating that our
county is now saddled with less effective and equitable
ohana rules than before and should go back to the
drawing board.

Comm. 480: ORDINANCE BILL AMENDING CHAPTER 25 (ZONING CODE) OF THE
(Bill 101) HAWAII COUNTY CODE RELATING TO FARM DWELLINGS
From Councilmember Keola Childs, dated June 9, 1995,
transmitting a bill amending Chapter 25 (Zoning Code)
of the Hawaii County Code, relating to farm dwellings.
Comm. 980.06: From Mayor Stephen K. Yamashiro, dated May 13, 1996,
(Bill 101) transmitting a letter and Bill 101, Draft 2, from
(Draft 2) Planning Commission Chairman Kevin M. Balog.
Comm. 480.07: From Diane Ley, Administrative Assistant, Big island
Farm Bureau, dated June 18, 1996, commenting on
Bill 101, Draft 2. States the Farm Bureau maintains
that lands zoned for agricultural use should be
primarily utilized for productive agricultural purposes.
