Comm. 1224: ORDINANCE BILL RELATING TO THE OFF-STREET PARKING
(Bill 284) REGULATION
From Councilman Jim Rath, dated June 5, 1996,
transmitting a bill to establish an in-lieu-of fee for
the off-street parking requirement for a specified area
in Kailua-Kona. This fee will be held in a special
fund by the finance director to be used to develop
parking in and around Kailua Village.
Bill 269: ORDINANCE BILL AMENDING SECTION 25-114 (CITY OF HILO
(Comm. 1157) ZONE MAP), ARTICLE 3, CHAPTER 25 (ZONING CODE) OF THF.
HAWAII COUNTY CODE, BY CHANGING THE DISTRICT
CLASSIFICATION OF 16,291 SQ. FT. OF LAND FROM SINGLE
FAMILY RESIDENTIAL (RS-10) TO GENERAL COMMERCIAL
(CG-10) AT WAIAKEA, SOUTH HILO, COVERED BY TMK 2-2-24:1

Comm 1231: ORDINANCE BILL TO INITIATE A CHARTER AMENDMENT AMENDING
(Bill 285) CHAPTER 4 OF THE HAWAII COUNTY CHARTER, 1991, RELATING
TO THE FUNCTIONS AND DUTIES OF THE PLANNING DEPARTMENT
From Council Chairperson Keiko Bonk-Abramson, dated
June 7, 1996, transmitting the above bill, to establish
the Planning Commission as an "advisory only" body and
would nominally change some of the Planning Director's
duties.
Comm. 588: MASTER PLAN FOR KAILUA-KONA
From Mayor Stephen K. Yamashiro, dated July 13, 1995,
transmitting a letter and enclosures from Planning
Commission Chairman Wilton K. Wong regarding the Master
Plan for Kailua-Kona. Informs the Commission is
forwarding a favorable recommendation to the Council
with amendments as recommended by the Planning Director.
Comm. 588.02: From Steven S. C. Lim, Carlsmith Ball Wichman Case &
Ichiki, dated August 30, 1995, on behalf of Harry and
Daisy Hasegawa of Kailua-Kona, commenting on the draft
"Master Plan for Kailua-Kona" (April 1994). The
Hasegawas are currently processing a rezoning proposal
for their property to a Village-Commercial (CV-10)
designation to accommodate their real estate office and
other small lot office uses and currently negotiating a
purchase of a portion of the adjacent parcel which
fronts onto Hualalai Road.
Notes that a "Low Density Residential" designation is
being proposed for these two parcels on the draft
Master Plan but submits a "Commercial" designation
would be more suitable.
Comm. 588.03: From Frank J. Zuzak, dated November 27, 1995, regarding
the Master Plan for Kailua-Kona which he believes
should serve as a cornerstone upon which Kailua's
future is to be built and directed.
Comm. 588.04: From Frank J. Zuzak, dated April 1996, regarding the
Master Plan for Kailua-Kona. States he is anxious to
see the work completed as he considers it as a solid
guideline for the present and the future, designed to
be modified and updated from time to time.
