"Lin" McIntosh, dated May 26, 1996, submitting criteria for development of catchment subdivisions in areas of a minimum annual rainfall of 50". Requests adoption of the catchment criteria as outlined and allow subdivisions of any size on catchment that meet these criteria. Comm. 1216: COUNCIL INITIATED WATER SYSTEM IMPROVEMENT DISTRICT FOR KONA COASTVIEW AND KONA WONDERVIEW SUBDIVISIONS From Department of Water Manager Milton D. Pavao, P.E., dated May 29, 1996, transmitting a report and maps depicting the improvements that would be required for a department-approved water system for the subject improvement district, along with a preliminary cost estimate. Comm 1231: ORDINANCE BILL TO INITIATE A CHARTER AMENDMENT AMENDING (Bill 285) CHAPTER 4 OF THE HAWAII COUNTY CHARTER, 1991, RELATING TO THE FUNCTIONS AND DUTIES OF THE PLANNING DEPARTMENT From Council Chairperson Keiko Bonk-Abramson, dated June 7, 1996, transmitting the above bill, to establish the Planning Commission as an "advisory only" body and would nominally change some of the Planning Director's duties. Matsukawa, Attorney At Law, dated February 3, 1996, representing his clients, John Kailiwai and his daughter, Debralee Kailiwai-Ray, regarding an ongoing dispute over the ownership, management and participation of the above parcel of land. Mr. Matsukawa is investigating why the County accepted the subdivision application of F. Newell Bohnett and/or his representatives and/or corporation, Puu Lani Ranch, before completing an exchange and without notice to or consent of his clients or their predecessors. The said application was filed in 1990. Requests a response. Comm. 981.02: Copy of letter to Wayne Ono, Assistant Real Property Tax Administrator, from Michael J. Matsukawa, Attorney at Law, dated March 20, 1996, transmitting a letter he sent to Council Chair Keiko Bonk-Abramson regarding the lots in Phase II, Puu Lani Ranch. States that his clients, John H. Kailiwai and his daughter, did not consent to the subdivision and the County processed the subdivision anyway. Feels it is unfair and improper for the County to now assess rollback taxes. Comm. 981.03: From Corporation Counsel Richard D. Wurdeman, dated April 1, 1996, commenting, as requested, to Michael J. Matsukawa, Esq.'s letter to the Council Chair expressing his objection to the subdivision of a certain portion of land known as Grant 6360, at Pu'uanahulu. Comm. 480: ORDINANCE BILL AMENDING CHAPTER 25 (ZONING CODE) OF THE (Bill 101) HAWAII COUNTY CODE RELATING TO FARM DWELLINGS From Councilmember Keola Childs, dated June 9, 1995, transmitting a bill amending Chapter 25 (Zoning Code) of the Hawaii County Code, relating to farm dwellings. Comm. 480.06: ORDINANCE BILL AMENDING CHAPTER 25 (ZONING CODE) OF THE (Bill 101) HAWAII COUNTY CODE RELATING TO FARM DWELLINGS (Draft 2) From Mayor Stephen K. Yamashiro, dated May 13, 1996, transmitting a letter and the above bill from Planning Commission Chairman Kevin M. Balog. Comm. 726: From David A. Caccia, dated August 22, 1995, expressing his concerns about the County's zoning laws, particularly in rural areas. Comm. 726.01: From Councilmember Keola Childs, dated March 22, 1996, transmitting a letter from David Caccia, dated December 7, 1995, raising concerns as to the number of dwelling units allowed on agricultural lots. Yamashiro, dated October 25, 1995, transmitting a letter and enclosures from Planning Commission Vice Chairman Kevin M. Balog, regarding the above-referenced matter. The Commission voted to forward a favorable recommendation to the Council that the Puna Community Development Plan (May 1995) be adopted, with amendments as recommended by the Planning Director and Planning Commission on October 10, 1995. Comm. 465.28: From Planning Director Virginia Goldstein, dated May 13, (Res. 329) 1996, transmitting a resolution providing for the adoption of the Puna Community Development Plan as a guideline for planning purposes and an "Action Component" which are determined to be the the "highest priorities" for the Puna District accomplishable by the County within a relatively immediate timeframe.
