States permits to mine the cinder cones are routinely given by the Planning Department without any consideration to the consequences for the flora and fauna and wishes to call the Council's attention to the urgency of recognizing the status of these cones and craters. Yamashiro, dated February 6, 1996, transmitting Planning Commission Chairman Wilton Wong's April 17, 1995 letter stating that the Commission voted to recommend that Bill 307 not be adopted unless changes and concerns are addressed and included as set forth in the attached Planning Director's recommendation.
