GIFFIN TO THE BOARD OF APPEALS From Mayor Stephen K. Yamashiro, dated September 5, 1995, submitting for confirmation the following to the Board of Appeals: Geraldine M. Giffin, a Democrat from Kamuela, to replace Robert S. Tamaye of Hamakua, who had resigned due to personal reasons. Mrs. Giffin recently retired as an educator/instructor at the Department of Education and the University of Hawaii. If approved, Mrs. Giffin will serve the balance of the unexpired term which will end on December 31, 1997. Comm. 77.36: HELCO'S KEAHOLE POWER PLANT From Warren H. W. Lee, P.E., President, Hawaii Electric Light Company, Inc. (HELLO), dated August 3, 1995, regarding inquiries and letters from members of the community relating to HELCO's plan to install additional generation at its existing Keahole power plant. Attaches answers to questions that have been asked about the proposed expansion. Greenwell, President, Lanihau Partners (1992) L.P., dated February 3, 1992, regarding his concerns on Bill No. 535, Public Access to Mountain and Shoreline Areas. Comm. 3334: From Corporation Counsel Michael J. Matsukawa, dated (1992) February 15, 1992, commenting on Communication 3307. Comm. 339: From Mayor Stephen K. Yamashiro, dated April 17, 1995, transmitting a letter from Planning Commission Chairman Wilton K. Wong, forwarding an unfavorable recommendation, as recommended by the Planning Director, on Bill No. 535 relating to public access to the shoreline and mountain areas. Further, advises that two bills be drafted to deal with the separate areas of mountain and shoreline. Attaches the Planning Director's recommendation dated March 8, 1995, correspondence and hearing transcripts for information. Comm. 587: RESOLUTION OPPOSING THE EXTENSION OF THE (Res. 154) HAWAIIAN ISLANDS HUMPBACK WHALE NATIONAL MARINE SANCTUARY TO WATERS AROUND HAWAII COUNTY From Councilmember Keola Childs, dated July 17, 1995, transmitting the above resolution requesting Governor Benjamin Cayetano to exercise his option to remove the waters surrounding Hawaii County from the proposed sanctuary boundaries and urging him to remove all State waters from the sanctuary. Comm. 587.01: From Allen Tom, Sanctuary Liaison, transmitting information regarding the Hawaiian Islands Humpback Whale National Marine Sanctuary. Comm. 587.02: From Patsy T. Mink, U.S. House of Representatives, dated July 31, 1995, submitting copy of her letter to Governor Benjamin Cayetano asking that he oppose the Council's Resolution 154, should it pass and be submitted to him. Also, comments on the Hawaiian Islands Humpback Whale National Marine Sanctuary. Comm. 567.03: From Dick Poirier from the Office of State Planning, dated August 3, 1995, providing information regarding Resolution 154. Comm. 587.04: From U.S. Senator Daniel K. Akaka, dated August 18, 1995, regarding the Hawaiian Islands Humpback Whale National Marine Sanctuary. Comm. 587.05: From Margaret L. Cummisky, Senior Legislative Assistant to Senator Daniel K. Inouye, dated August 24, 1995, acknowledging receipt of the Council Chair's letter concerning Resolution 154. PC-18 Page 4 September 19, 1995 Comm. 587.06: From Capt. Pat Nelson, President, Hawaii Fishing & Boating Association, dated September 5, 1995, stating they are opposed to the National Marine Whale Sanctuary expanding to include waters around the Big Island. Informs their membership includes mostly fishermen on the west coast of Hawaii and this inclusion in these waters would cause financial hardship.
