she take the necessary steps to enforce the Sunshine

Plan for Kailua-Kona. Informs the Commission is
forwarding a favorable recommendation to the Council
with amendments as recommended by the Planning Director.
Comm. 572: ORDINANCE BILL AMENDING CHAPTER 25, HAWAII COUNTY CODE,
(Bill 122) 1983, TO ALLOW SMALL SCALE COMMERCIAL OFFICE USE IN A
MULTIPLE FAMILY RESIDENTIAL DISTRICT

July 6, 1995, transmitting the above bill which would
allow the small scale commercial use being sought by
Polynesian Hooponopono Corp. at TMK: 2-6-4:21.

July 13, 1995, stating that the new language in the
proposed ordinance (Bill 122) which allows the
operation of Express Employment Services, appears to
meet the criteria of the Council's and Planning
Commission's Concerns. Also, thanks the Planning
Director and staff for taking a "can do" attitude in
their proposed amendment.

Bill 106: ORDINANCE BILL AMENDING CHAPTER 23 OF THE HAWAII COUNTY
(Draft 3) CODE BY ADDING A NEW ARTICLE RELATING TO
(C-484) FARM LOT SUBDIVISIONS.

Comm. 484.09: From Planning Commission Chairman Donald L. Manalili,
(Bill 106) dated May 19, 1994, informing that at its meeting of
(Draft 4) April 14, 1994, the Commission voted to recommend that
(1994) Bill 106, Draft 3, not be enacted and to send a
favorable recommendation to the Council on Draft 4 of
Bill 106, which is an ordinance bill amending
Chapter 23 and Chapter 25 of the Hawaii County Code to
allow the creation of farm lots. Submits Corporation
Counsel's Comments on Draft 4.
Comm. 484.10: From Diane Ley, Administrative Assistant, Big Island
Farm Bureau, dated September 6, 1994, expressing
support for the intent of Bill 106, Draft 4, relating
to the creation of farm lots. States the Farm Bureau's
Board of Directors believes that this proposal
effectively carries out the intent of the original
version, which that body supported.
Comm. 349: ORDINANCE BILL AMENDING CHAPTER 23 AND CHAPTER 25 OF
(Bill 82) THE HAWAII COUNTY CODE TO ALLOW THE CREATION OF FARM
EASEMENTS
From Mayor Stephen K. Yamashiro, dated March 5, 1995,
transmitting a bill revising Bill 106, Draft 4, which
was intended to provide for affordable land for
Agricultural uses only without the infrastructure
requirements of the Subdivision Code and made available
through leasehold farm lots. The attached bill
proposes to make these lands available through farm
easements.
