Comm. 342: OPERATION OF BED AND BREAKFAST BUSINESS AT

From Jan Mahuna of Jan Mahuna, Inc., dated April 18,
1995, submitting copy of her letter to Planning
Director Virginia Goldstein informing that John and
Charlotte Holmes continue to operate a bed and
breakfast at 107 Koula Street. States complaints were
made to her and the Mayor since January of 1994
regarding the illegal operation that has been ongoing
since December of 1993. Requests that a Cease and
Desist Order be issued to the Holmes until the Appeal
of the approval of a use permit has been resolved.
Comm. 342.01: Copy of letter to Janice Mahuna from Planning Director
Virginia Goldstein, dated April 25, 1995, informing she
is not authorized by any law to issue a Cease and
Desist Order to the Holmes' for their bed and breakfast
establishment. Further, that although she has filed an
Appeal o'_` the Planning Commission's Decision to the
Board of Appeals, the issuance of the use Permit has
neither been invalidated nor reversed. The operation
may continue as long as the Holmes' are in accord with
Use Permit No. 130 which the Planning Commission issued
on December 4, 1994.

Comm. 342.03: From David and Miriama Thompson, dated July 3, 1995,
ezpressinq opposition to any changes in the ezistinq
Zoning Code that will allow all ezistinq illegal Bed
and Breakfast businesses presently operating to become
legal. States it is also understood that there will be
no use permit required, which seems to mean there will
be no public input allowed.
Comm. 524: PLANNING DIRECTOR INITIATED ORDINANCE BILL AMENDING
(Bill 110) CHAPTER 25 OF THE HAWAII COUNTY CODE RELATING TO
ENFORCEMENT OF ZONIN VIO .ATTANC
From Mayor Stephen K. Yamashiro, dated June 21, 1995,
transmitting a letter and the above bill from Planning
Commission Chairman Wilton K. Wong. The bill would
establish a procedure meeting the need for efficient
enforcement of zoning violations while protecting the
due process rights of the alleged violators.

Association (HPPIA), dated June 19, 1995, providing
results of a poll on the HPP Future Plan done by HPPIA.

Chairperson; Rene Siracusa, Planning and Economic
Development Chairperson; and Dave Taylor, Public Health
and Safety Chair, Puna Community Council, Inc.,
supporting the Democratic Party Convention's
resolutions regarding evictions and bulldozing in Keaau
town and regarding a moratorium on new subdivisions in
the Puna district until infrastructure requirements
have been met for substandard sudivisions created
40 years ago for tax gain,

1995, transmitting copy of a letter to Congresswoman
Patsy T. Mink, from Robert E. Cooper, President, W. H.
Shipman, Limited, dated June 7, 1995, acknowledging
receipt of her letter ezpressinq concern about certain
old buildings in Keaau Village and that they are
discussing plans with members of the community.

Comm. 528: PREPARATION OF ENVIRONMENTAL IMPACT STATEMENTS
From Councilmember Elroy T. L. Osorio, dated June 26,
1995, transmitting copy of a letter to John A.
Broussard, from Gary Gill, Director, State Office of
Environmental Quality Control, responding to his letter
regarding counties establishing triggers additional to
those listed in HRS 343 for the preparation of
Environmental Impact Statements.
Comm. 533: PROPOSED REVISIONS TO ZONING AND SUBDIVISION CODES
From Councilmember Keola Childs, dated June 13, 1995,
requesting that a special sub-committee be appointed
for the purpose of reviewing and assessing the proposed
revisions to the Zoning and Subdivision Codes.
Envisions this special sub-committee to need
approzimately siz months to complete its review and
provide recommendations on the Zoning Code, while the
review of the Subdivision Code should take perhaps two
to three months.
Comm. 566: rnt~rorFN~r ON DEVELOPMENT IN KONA AND WEST HAWAII
From Mrs. Helene H. Hale, Principal Broker, Hawaii Isle
Realty, Ltd., dated June 30, 1995, stating that not all
realtors are in favor of the rampant development going
on in Kona and West Hawaii and suggests discussion on
what to do to not encourage the Boom and Bust situation
on this island. Transmits copy of Hawaii Realtor's
article entitled, Boom or Bust for Kona Development.
