H PETER L'ORANGE AND B JEAN RIVERA
From Mayor Stephen K. Yamashiro, dated May 9, 1995,
submitting for confirmation the following appointments
to the Board of Appeals:
Mr. H. Peter L'Orange, a Republican from Kona,
to replace Joan M. Channon of Kohala, whose
term will ezpire on May 31, 1995. Mr. L'Orange
has been the President of the Hawaii Leeward
Planning Conference since 1977.
Mrs. B. Jean Rivera, a Democrat from Puna, to
replace Diane N. Gentry of Puna, whose term
will ezpire on May 31, 1995. Mrs. Rivera is
presently retired and was formerly employed by
the State of Hawaii as the Scoreboard
Supervisor at the Aloha Stadium.
If approved, both will serve terms to end December 31,
1999.

transcripts of the public hearing conducted by the

DeCosta, Jr. States the Planning Commission did not
receive any written objections to the change of zone
request.

(Bill 82) THE HAWAII COUNTY CODE TO ALLOW THE CREATION OF FARM
EASEMENTS
From Mayor Stephen K. Yamashiro, dated March 5, 1995,
transmitting a bill revising Bill 106, Draft 4, which
was intended to provide for affordable land for
agricultural uses only without the infrastructure
requirements of the Subdivision Code and made available
through leasehold farm lots. The attached bill
proposes to make these lands available through farm
easements.
Comm. 16.04: ORDINANCE BILL AMENDING CHAPTER 25 (ZONING CODE) OF THE
(Bill 683) HAWAII COUNTY CODE, AS AMENDED, RELATING TO ONE-ACRE
(Draft 2) PARCELS IN AGRICULTURAL DISTRICTS BY INCREASING THE
(1993) MINIMUM BUILDING SITE AREA IN AGRICULTURAL DISTRICTS TO
THREE ACRES
From Planning Commission Chairman Donald L. Manalili,
dated February 23, 1993, transmitting a bill (Draft 2
of Bill No. 683) to amend Chapter 25 (Zoning Code) of
the Hawaii County Code, as amended, relating to
one-acre parcels in the Agricultural District.
Encloses for information copy of the record including
all correspondences, testimony, background,
recommendations and copies of the Commission's minutes
or hearing transcripts.
Comm. 406: From Councilmember Takashi Domingo, dated May 3, 1995,
requesting that Bill 683, Draft 2, be scheduled again
by the Planning Committee and requests its favorable
consideration. States recently the State Land Use
Commission ruled that a dwelling situated on lands
within the State Agricultural Land Use District must be
a farm dwelling related to an agricultural activity and
that it would be difficult for most of these one-acre
lots to comply to this ruling.

Comm. 16.05: ORDINANCE BILL AMENDING CHAPTER 25 (ZONING CODE) OF THE
(Bill 172) HAWAII COUNTY CODE, AS AMENDED, RELATING TO THE
RESIDENTIAL AND AGRICULTURAL DISTRICT, THE AGRICULTURAL
DISTRICT, THE INTENSIVE AGRICULTURAL DISTRICT AND A NEW
AGRICULTURAL DISTRICT
From PC Chairman Takashi Domingo, dated November 17,
1993, transmitting a bill to replace Bill No. 683
relating to agricultural one-acre lots. States
Bill No. 683 did not address many other concerns which
have been brought to his attention; therefore,
concluded that all three of the County's agricultural
districts should be amended, which is reflected in the
proposed bill.
Comm. 368.01: LETTER FROM BIG ISLAND FARM BUREAU REGARDING
AGRICULTURAL LANDS
Copy of letter to Mayor Stephen K. Yamashiro, from
Diane Ley, Administrative Assistant, Big Island Farm
Bureau, dated April 14, 1995, requesting an update of
progress in developing a system to identify and map
important agricultural lands on the Island of Hawaii.
Also, that she would like to know the Administration's
policy with respect to development proposals which will
impact our important and unique agricultural lands.

facility. The parcel is LUC-zoned Conservation and
County-zoned Open.
Comm. 352.01: Copy of letter to Glenn Taguchi, Hawaii District Land
Agent, State Department of Land and Natural Resources,
from Noelani Whittington, Executive Director, Kohala
Coast Resort Association, dated May 3, 1995, requesting
response to questions regarding Hawaii Racing
Association's plans to build a racetrack adjacent to
the Pu'uanahulu landfill in West Hawaii.
