Yamashiro, dated March 3, 1995, informing he has appointed Richard M. Waller of Honokaa to the Arborist Committee. A landscape designer with Waller and Associates, he is replacing Nancy A. Snow of Kamuela, who has resigned and moved to Maui. Mr. Waller will serve the balance of the unexpired term which will end on December 31, 1996. (This appointment does not need Council approval.) Comm. 300: ORDINANCE BILL AMENDING CHAPTER 25, HAWAII COUNTY CODE (Bill 74) 1983, AS AMENDED, RELATING TO ZONING From PC Chairman Keola Childs, dated March 20, 1995, transmitting the above bill relating to zoning and pertaining to personnel assigned for the exclusive purpose of enforcing the provisions of this chapter. Comm. 301: PLANNING DIRECTOR INITIATED AMENDMENT TO CHAPTER 4 OF (Bill 75) THE HAWAII COUNTY CODE 1983, AS AMENDED, RELATING TO ANIMALS AND THE REPEAL OF SECTION 25-28(a)(9) OF THE COUNTY CODE RELATING TO USE PERMITS FOR ANIMALS From Planning Commission Chairman Wilton K. Wong, dated March 21, 1995, transmitting the above bill. States the bill would establish clear responsibility in the raising of animals for commercial reasons or for personal purposes in areas zoned for residential use. Further, it establishes a clear set of enforcement guidelines and penalties, and provides a clear and easily accessible process for citizens to register their complaints. Comm. 269: From David Hartle-Schutte, dated March 3, 1995, expressing his strong support for the proposed amendments to the County Code relating to animals in residential areas. He feels that farm animals and poultry should be banned from residential areas and belong only in agricultural areas. PC-8 Page 3 April 6, 1995 UNFINISHED BUSINESS Comm. 201: ORDINANCE BILL AMENDING CHAPTER 2, ARTICLE 7, (Bill 44) SECTION 2-33, OF THE HAWAII COUNTY CODE 1983, AS AMENDED, RELATING TO ZONING REGULATIONS From Councilman Brian De Lima, dated January 26, 1995, transmitting the above bill which amends Section 2-33 (c) to provide that the County general plan or zoning ordinance shall supersede any conflicting provision contained in a redevelopment plan adopted by the Hawaii Redevelopment Agency. Comm. 201.01: From PC Chairman Keola Childs, dated January 23, 1995, commenting on Corporation Counsel's January 13, 1995 opinion regarding the Ice House project/Hawaii Redevelopment Agency (HRA). Comm. 201.04: From Henry A. Ross, dated March 20, 1995, commenting on the Planning Committee's action at its March 16, 1995 meeting to request an opinion from the State Attorney General on the legality of Bill 44. He also reiterated that the Council's public hearing on the "Ice House" issue was invalid due to improper notice and commented on other matters related to the "Ice House" issue.
