The proposed adjustments cover the two year period from July 1, 1995 to June 30, 1997. The cost items aze a combination of a 2.25% across-the-boazd increase effective July 1, 1996, and implementation of a "shredding" plan. This "shredding" plan is similar to the plan implemented for BU13. Attached as an exhibit to the resolution is a schedule based on data provided by the Department of Civil Service showing the total cost of these adjustments through June 30, 1997. The cost of the above adjustments will be covered from the Provision for Compensation Adjustments account in the budget.. However, concerns regarding the spiraling cost of labor prompted a formal request that the Council, in a timely fashion, be given notices, time frames and information regarding future negotiations and wage settlements. This would provide the Members the ability to express their concerns over ever-increasing costs they feel the County may not be able to afford. Dutro, Council Reporter 1 Hawaii County Council July 23, 1997 RESOLUTION A Resolution numbered 103-97, approves the cost NO. 103-97: adjustments agreed upon by the employers for excluded (FC-105) managerial employees covered bjr Chapter 77, HRS, (C-340) introduced by Mr. Chung, by request. Mr. Chung moved for the adoption of Resolution 103-97 and to adopt Finance Committee Report 105. Seconded by Mr. Smith. CHR. ARAKAKI : Mr. Ray. MR. RAY: Yes, Mr. Chairman. I know there was some discussion previously in regard to trying to get out in front of this process. It seems like we' re always so far behind, in terms of getting these contract settlements and there's just a kind of feeling of hopelessness to deal with it. So I don't know if it was formally requested before, but just for the record, I 'd like to have Civil Service provide us with what's coming up in as timely a fashion as possible so that we know what these wage settlements--what's going to be negotiated this year and what' s the time frame, so that we can hopefully proactively get more involved and possibly through--I also had another thought--possibly use HSAC as a vehicle to express concerns about these spiraling labor costs. Thank you. CHR. ARAKAKI : Mr. Clerk, can you check with Civil Service to get these information and in a timelier fashion? MR. IKEDA: Yes. CHR. ARAKAKI : Mr. Tyler. MR. TYLER: Thank you, Mr. Chairman. As my colleagues would recall, I voted against this measure when it came up in the Finance Committee and I just wanted to let the members of the public, who might not have been here for that hearing, know that my reason for it was that I felt that the public who pays all the bills isn't really in a position to pay these kinds of increases at this time, and this has been consistent with my other votes, and I just wanted to point that out. It is done by a negotiation team, that negotiates the settlements. So a lot of it is out of our hands. MR. RAY: Maybe we can send them a signal. CHR. ARAKAKI: Okay, fine. Any other discussion?
