Dear Chairman Safarik and Members:
It is my pleasure to submit for your confirmation the reappointment of Jane Higa Testa as
County of Hawaii Director of Research and Development pursuant to the Charter of the
County of Hawaii. This appointment was effective at noon on December 6, 2004.
Ms. Testa has served as the Director of Research and Development sirce February 2001.
Prior to then, she was employed by the Hawaii County Office of Aging from 1980 to the
present. Her resume is attached for your information. In addition to her employment with the
County, Ms. Testa has worked as a facilitator and conducted strategic planning sessions for
numerous community and government organizations.
Ms. Testa will serve a term co-terminus with my tenure, which will end on
December 1, 2008.
