Re: Resolution Creating and Abolishing Positions
Enclosed is a resolution creating a Real Property Appraiser V position and abolishing position no.
3735, Abstractor I, SR-15 position under the Department of Finance Real Property Tax Division.
Currently, there exist only one Real Property Appraiser V position, situated in the Hilo office, to
cover commercial appraisals islandwide. Due to the continuous growth and complexity of
residential and commercial properties in West Hawaii, the creation of a Real Property Appraiser V
position for the West Hawaii office will meet the public needs. This position will assume
responsibility for commercial appraisals for that side of the island as well as provide assistance to
the other appraisers when complex issues arise.
The division is willing to abolish the vacant Abstractor I position in its Tax Mapping Section, which
is no longer needed, and apply that position's budgeted salary towards the funding of the new
Real Property Appraiser V position.

A. REQUEST:
Creation of a new Real Property Appraiser V, SR-24, position to be situated at the Real Property Tax
Division, Appraisal Section, West Hawaii office, and the abolishment of HC-3735, Abstractor I, situated at the
Real Property Tax Division, Tax Maps Section, South Hilo office.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
As part of Real Property Tax Division reorganization, creation of a Real Property Appraiser V, SR-24 position
in the Real Property'Tax Division, Appraisal Section, West Hawaii office is crucial to meet the appraisal
needs of West Hawaii. The continuous growth and complexity of residential and commercial properties in
West Hawaii require afull-time Real Property Appraiser V. This new position will assume responsibility for
commercial appraisal in West Hawaii and provide assistance to the other apraisers when complex issues
arise. Presently there exists only one Real Property Appraiser V position situated in the Hilo office to cover
islandwide commercial appraisals. Service to citizens of West Hawaii and East Hawaii will be improved by
the addition of this position.
The Real Property Tax Division currently has a vacant position (Abstractor I, HC-3735) in the Tax Maps
Section. In order to meet our greatest needs, we propose abolishing the Abstractor I position and applying
the funding to a new Real Property Appraiser V.

With the tremendous increase in volume and complexity of residential and commercial
properties within West Hawaii.
2. Can new duties be assigned to existing positions or handled in other way such as short term
contracts, etc.
Presently there exists only one Real Property Appraiser V position situated in the South Hilo
office providing islandwide commercial appraisals and unable to keep pace with West Hawaii
appraisals.
3. How will new position increase the efficiency/effectiveness of operations? (Use productivity
measurements where possible.):
The new full-time position situated in the West Hawaii office will be able to focus and cover
all West Hawaii commercial appraisals that have grown tremendously in volume and
complexity.

There is no alternative than to have another person physically performing the duties of this
position on a full-time basis.
5. Why were manpower needs not planned through budgetary process?
HC-3735 Abstractor I position will be abolished and budgeted funding for this position will be
used for this newly-created position. With the filling of the Abstractor II position by the
incumbent of HC-3735, sufficient staffing already exists to accommodate the needs of the
Tax Maps Section of the Real Property Tax Division, South Hilo office.
6. List other rationale or pertinent statements and data:
The rapid growth of the island in the last year or two has been such that one commercial
appraiser (Real Property Appraiser V) can no longer work effectively on all the annual
assignments of the commercial type properties. The parcel numbers will only increase as
the years go by and so will the workload.

This position independently appraises the most difficult and complex types of real property. Responsible for the
assessments of, but not limited to, commercial, industrial, and hotel-resort class of property.
Maior Duties and Responsibilities
1. Utilizes the market, cost, and income approach to value properties such as, but not limited to, commercial,
industrial, and hotel-resort. Values the complex type of properties that require individual analysis and the
application of keen appraisal judgment to adjust valuation for mass assessment purposes through statistical
weighing, discounting, inputting, or other techniques. Prepares supporting sketches, maps, statistical tables,

2. Assists lower level appraisers with problems or questions related to the more difficult and complex types of 10

3. Conducts on-site inspection of land and improvements to observe, inspect, compare, and analyze such
features as topography, size, shape, utility, or productivity of land and the corresponding influence upon value.
Conducts similar type of analysis on improvement features such as design, layout, style, and physical,

4. Conducts economic surveys that require collection and analysis of information
relating to sales of, but not limited to, commercial, industrial, and hotel-resort
properties, construction of large building projects, land developments,
changes in sotto-economic levels, and general levels of business activities or

limited to, commercial and industrial neighborhoods, and resort
developments; collect data and conducts analysis of property characteristics,
street patterns, public facilities, improvements, residential neighborhoods and

Minimum Qualification Requirements
Work Experience-Kind and Length in Years
Training and Experience: A combination of education and experience substantially equivalent to
graduation from an accredited college or university with major work in real estate, business or
public administration, economics, or a related field and four years of professional experience in
appraising real property.
Knowledge Skills and Abilities
Knowledge of: principles, techniques, and practices of real property valuation and appraisal;
sources of information pertinent to the appraisal of real property; land development and building
construction methods; real estate practices; real property tax laws and related rules;
mathematics; principles and practices of public relations; interviewing practices and techniques;
report writing.
Abili to: perform complex real property appraisal work and prepare appraisal reports covering
large and high value properties; read, compile, and maintain accurate appraisal maps and
records; write clearly and concisely; give and follow oral and written instructions; meet and deal
effectively with others.

We would like to abolish this position. Since the Abstractor II position has been permanently filled, there will be
sufficient staffing without filling this position to accommodate the needs of the Tax Maps Section in the Real
Property Tax Division, South Hilo office. The incumbent from this position was promoted to the Abstractor II
position. However, we would like to create a new Real Property Appraiser V position within the Appraisal
Section, Real Property Tax Division, West Hawaii office. Presently only one Real Property Appraiser V situated
in the South Hilo office covers islandwide commercial appraisals. With the tremendous growth and complexity
both in residential and commercial properties within West Hawaii, it is crucial that a Real Property Appraiser V
position be created in West Hawaii to accommodate its growing demands. Budgeted funding for the HC-3735,
Abstractor I, position will be used to fund this newly created Real Property Appraiser V position.
