The Traffic Safety Coordinator position is being created to facilitate the development of a County of Hawaii Driving Prevention Task Force; to serve as the liaison for the Police Department between the community and other government agencies regarding impaired driving program; and to evaluate the Intoxilyzer program and the Administrative Revocation Procedures to improve the conviction rate. The funding for this position is being provided by the State of Hawaii Department of Transportation's Community Based Traffic Coordinator grant. Please prepare the resolution and forward this request to the County Council at your earliest convenience. We will be filling a temporary 89 day contractual position in the interim while we await the approval by Council to create the position, official classification and recruitment for this position by the Civil Service Department. We hope to make a smooth transition between the contract and filling of the temporary position. The department is currently seeking additional funding for two more years. Give reasons how new duties arose (statutes enacted, ordinances, newly authorized programs, basis for increased workloads, etc.): The position would be temporary, grant funded, through the Safe Communities Grant for traffic safety. This position has been developed to address impaired driving and resulting traffic injuries and deaths. The discussion and evolvement of this position came with discussions with the Prosecuting Attorney's Office, Department of Health, and our department in search of outside funding for new programs. 2. Can new duties be assigned to existing positions or handled in other way such as short term contracts, etc. We are currently recruiting to fill the position on an 89 day contract, as recommended by Civil Service. The duties described for this position would not be a one time occurrence, and therefore, this position would also need to continue securing grants to fund the position. As we eliminated a Police Lieutenant from the Traffic Services and transferred it to Dispatch, there are no other positions in the Traffic Section to assign such duties to. 3. How will new position increase the efficiency/effectiveness of operations? (Use productivity measurements where possible.): By coordinating the impaired driving enforcement and education program with other agencies and the community, we hope to improve in educating the public and bringing about more public awareness of the problem, in turn, reducing the number of injuries and deaths. This position will also serve as a secondary check to the patrol units who are responsible for the monthly verifications of the intoxilyzer machines island-wide to ensure that the verifications are accurately calibrated. This New Position Form Page 2 will improve our status in the courts regarding regular accurate record keeping and testing. By having a position concentrate in this area of impaired driving, a more in- depth analysis of accidents can be made, relative to improved enforcements efforts. 4. Alternatives that were considered in lieu of new position. (Have technological changes been considered?) Creating a sworn position to assist the Traffic Enforcement Unit, which would take much longer to fill and cost at a minimum, $917 more per month. Although improved technological equipment has been received, i.e. intoxilyzer, manual verifications are still required. 5. Why were manpower needs not planned through budgetary process? Prior requests for positions of this through the department as part of the County budget process had been submitted and not approved. With State funds granted, this temporary position will be a win-win situation for the department and the community. 6. List other rationale or pertinent statements and data: As of July 2004, eleven (1 1) of seventeen (17) fatal crashes involved alcohol or drug impairment, with four (4) cases pending laboratory results. The estimated cost per fatality (economic cost) is $1,090,000. The attention and improvement in the _ impaired driving program will have a great impact on saving lives and economic cost to the community, as well as improve traffic safety.
