Re: Operating Budget _v
In 2004, the State Legislature appropriated funds to compensate the County of Hawaii and the
other three counties for issuing parking placard under the Statewide Program on Parking for
Persons with Disabilities. As a result, the State of Hawaii Department of Health -Disability and
Communication Access Board is providing the County of Hawaii with its share of $18,420 of the
total amount released by the State Administration. These funds are being used for the County's
Disabled Persons Parking Placard Program.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawaii
Department of Health -Disability and Communication Access Board for this funds.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$18,420 from the State.

A. REQUEST:
1). Resolution authorizing the Mayor to enter into an agreement with the State Department of Health -Disability
and Communication Access Board (DCAB) to accept $18,420 for the County of Hawai'i's Disabled persons
parking placard program.
2). Amend the operating budget to appropriate the funds from the State Disability and Communication Access
Board (DCAB) to fund the Statewide Program on Parking for Persons with Disabilities.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The 2004 Legislature appropriated the amount of $105,300 to the Disability and Communication Access
Board (DCAB) to fund the cost of the disabled persons parking placard program. Alloted amounts for each
county was based on a percentage distribution by island county based upon number of placards issued.
Money will be put into the existing designated account to be used for the disabled persons parking placard
program.

Dear Mayor Kim,
The County of Hawaii and the Disability and Communication Access Boazd (DCAB) entered into a
Memorandum of Agreement (MOA) in mid-2001 to implement the Statewide Program on Parking
for Persons with Disabilities. The DCAB obtained an appropriation to compensate the County of
Hawaii and the other three counties for issuing pazking placazds. In 2004, the Legislature
appropriated $210,600 [o compensate the counties; however, the Administration restricted the
amount by fifty percent. The County of Hawaii's shaze of the appropriation is $18,420.00, based
on issuing seventeen percent of all placazds issued statewide in the last fiscal year.
Enclosed is a new MOA that delineates the tasks that the DCAB and the County of Hawaii would
perform relative to the parking program. Anew MOA is necessary because the previous MOA
extension expired. Under the MOA, the County of Hawaii would also retain the fees collected for
the issuance of all temporary and replacement placazds.
