Re: Capital Budget
Enclosed is a bill for an ordinance amending the Capital Budget by appropriating an
additional $46,500 to the Lifeguard Towers/Stands Upgrade account. Former District 2
Councilmember Mike Tulang had generously assigned discretionary fund monies to
assist in implementing the upgrade and replacement of lifeguard towers/stands at
County of Hawai'i's beach parks. These additional funds, bringing the total
appropriation to $146,5000, will augment the current allotment to ensure adequate
facilities are afforded to County of Hawaii lifeguards to surveil and monitor safe
recreational use of the beach parks by the public.

A. REQUEST:
To amend Ordinance No. 04-75, as amended, relating to Public Improvements and
Financing thereof for the fiscal year July 1, 2004 to June 30, 2005 by increasing the
appropriation for 110-599-5599.54-115 Lifeguard Towers/Stands Upgrade from
$100,000 to $146,500.
B. BACKGROUND AND JUSTIFICATION IUSE ADDITIONAL SHEETS AS NEEDED):
District 2 Councilmember Mike Tulang has generously assigned
discretionary fund monies to assist in implementing the upgrade and
replacement of lifeguard towers/stands at County of Hawaii beach parks.
Recent discoveries of advanced deterioration at several existing lifeguard
towers have resulted in more towers needing to be replaced on a shorter time
frame and new projected construction costs indicate that the original
appropriation may not suffice to address all of the concerns fully. These
monies will augment the current allotment to ensure that adequate funding is
available to implement the project and ensure adequate facilities are afforded
County of Hawaii lifeguards to surveil and monitor safe recreational use of the
beach parks by the public.
