RESOLUTION NO. 20 (?4
RESOLUTION CREATING A REAL PROPERTY APPRAISER V POSITION AND
ABOLISHING AN ABSTRACTOR I POSITION FOR THE DEPARTMENT OF
FINANCE REAL PROPERTY TAX DIVISION
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor has
the power to "Create positions...fortyhich appropriations have been made by the council and abolish
positions with the consent of the council."; and
WHEREAS, the continuous growth and complexity of residential and commercial properties in
West Hawaii require another full-time Real Property Appraiser V position to meet the appraisal needs
on that side of the island; and
WHEREAS, the new position will assume responsibility for commercial appraisals in West
Hawaii and provide assistance to the other appraisers when complex issues arise; and
WHEREAS, with only one Real Property Appraiser V position presently addressing the
commercial appraisals islandwide, the creation of this position will allow the division to keep pace with
the increasing appraisal workload and to serve the public better; and
WHEREAS, position no. 3735, Abstractor I, SR-15 within the Department of Finance Real
Property Tax Division's Tax Maps Section is no longer needed and can be abolished as there is
sufficient staffing to accommodate its needs; and
WHEREAS, there are sufficient funds in the Department of Finance Real Property Tax's
Regular Salaries and Wages account.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that a Real Property Appraiser V, SR-24 position be created and the Abstractor I, SR-15, position no.
3735 be abolished from the Department of Finance Real Property Tax Division.
IT' FURTHER IfdES®I~VED that there are sufficient funds in the Department of Finance
Real Property Tax's Regular Salaries and Wages account.
IT FURTHER RfIS®L~V~ID fihat a copy of this resolution be transmitted to the Departments
of Finance and Civil Service.
