Over the past four years, our office administration has built a very strong law office team, comprised of dedicated and professional individuals committed to providing the very best legal support for our County clients. Our Vision Statement, "We are the Answer," and core values of professionalism, accountability and teamwork, support our Mission Statement: The Office of the Corporation Counsel provides answers to the County's challenges with professionalism and integrity by ordinary people achieving extraordinary results. Highlights over the past four years have included the following accomplishments: Development and implementation of a computerized records management system, capable of tracking historical opinion and other data of our office, tracking litigation history and costs, worker's compensation cases, all Comm. This program was designed and implemented within existing budgetary limitations by the County's Data Processing Department, with an additional appropriated cost to our taxpayers of zero dollars. • Development of a comprehensive Risk Management Division for the County. Upon final mayoral approval and the necessary financial appropriations by the Hawaii County Council, this Division of the Finance Department will be responsible for overseeing risk management within our County (internal and external), with a goal of providing a safer and healthier environment for our community, while maintaining adequate level of services. • Development of an aggressive Litigation Division. Our present litigators are second to none. Enough said. For the future, our office will continue to pro-actively service our County clients in a myriad of areas, highlighted by implementation of the following: • Completion of standardizing all County contracts, including performance measures, to ensure County projects and vendors stay on task, with minimal additional financial burdens on our taxpayers. Further enhancement of our existing training programs for our County clients. • Further refinement of our office strategic plan. We recognize the commitment level of our employees dictates the quality of service we deliver to our County clients. To this end, our strategic plan is a fluid work in progress. My wife Jonna and I were married on September 2, 1989. Jonna works as a radiologic technician in MRI and CT at Hilo Medical Center. 1 have two children, Scott (born February 13, 1994), and Kaitlyn (born September 26, 1996). 1 have practiced law in the State of Hawaii since my graduation from Law School and admission to the Hawaii State Bar in 1987. 1 have instructed at the Hawaii Community College and the University of Hawaii at Hilo in criminal law, criminal procedure, and constitutional law. I presently instruct at the University of Hawaii at Hilo in the Political Science Department. 1 am proficient in the Japanese language. 1 enjoy cooking, basketball and other sports, and my family. 1 was born and raised in Papaikou, and am very proud of my hometown and Big Island of Hawaii.
