RE: Discretionary Funds (District 5)
Enclosed is a proposed Resolution authorizing the transfer of $ 15,000.00 from the Clerk-
Council Services Contingency Relief account to Planning-OCE Miscellaneous Contractual
Services account. These funds, made available by my assignment of discretionary fund
monies, are intended to he used by the Planning Department to reformat the General Plan
proposed revisions (Bill 163, Draft l) to make it more understandable to the public and able to
be used as a template for future revisions. The proposed reformatting changes are described
in the attached letter dated November 6, 2004 from Dixie Kaetsu, Managing Director.
Further, it is my understanding that these proposed format changes are not substantial and
will not necessitate sending the General Plan back to the Planning Commission and Planning
Director.

Dear Councilmember Safarik:
Pursuant to our discussion on October 19, 2004, the General Plan as presented to the Council
by the Planning Department several years ago could be more "user-friendly." The $15,000
we discussed would enable us to reformat the Plan to make it easier to use and understand.
We expect that specific changes would include:
• Detailed Table of Contents, List of Figures, List of Tables
• Pagination by section
• Tabs for each section
• Integrate some maps into the text, rather than all maps at the end of the document
• Use a systematic numbering system for sections, subsections, paragraphs
• Header with plan title and date
• Use larger point sizes for section and subsection titles
• Reduce the size of some tables and avoid continuing tables on next page
• Avoid awkward start of a subsection near the bottom of a page
• Consider a new Appendix that summarizes all "Courses of Action" by district
• Other formatting items determined by discussion with County staff and Council.
These changes will greatly improve the "usability" of the General Plan, and since they are not
substantive changes, will not necessitate sending the Plan back to the Planning Commission
and Planning Director. An added plus will be to provide an improved format that can be used
as a template for future plan revisions.

the revision because we do not want to unduly delay the consideration of the General Plan by

RE: Resolution No. 24-04 authorizing the transfer of discretionary funds to provide
funding to the Planning Department for reformatting of the General Plan document
Pursuant to Section I (g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
