RE: General Plan Revisions, Bi11163, Draft 1, Dr//aft 2, Draft 3
For the past two yeazs, I have participated in the process of compiling a revised General Plan for our
County. I believe it is important business and desire to cast a vote on the matter. As you may know, next
week, I will undergo hip surgery. During my recovery, I will be out of the office and physically unable to
attend committee and Council meetings. This being the case, I want to request that any action on the
General Plan be postponed until late January.
To date no Public Hearings have been held on Draft 2 or Draft 3 of Bill 163. In your review of these
items, you will notice that Draft 2 incorporates valuable District Vision Statements into the General Plan.
Draft 3, further mandates Departmental Strategic Plans to implement the General Plan and includes
District Courses of Action. These are very important additions that should not simply be ignored. In my
own district, much work has already been done at the community level on Agriculture and Regional
plans. I know that the people of District 1 would like to have their input and work considered.
As a body that routinely encourages public participation and supports open government, it seems that
public hearings on these proposed revisions, or at the least Draft 3, is undoubtedly warranted and proper.
It is this Council's duty to pass an applicable, understandable and valuable General Plan for our County.
This is true even if it takes a lot of work. As a legislator, I look forwazd to completing this task and
remain confident that by working together such will be accomplished shortly.
