Prom Mayor harry Kim. dated December 7, 2004, requesting the Council's favorable
consideration of the above reappointment. Since September 2002, Ms. Bell has
served as the Director of h.nvironmental Management for the County. Prior to then.
she was employed as the executive director of Recycle Hawaii, anon-profit
educational organization. In addition, she served as co-chair of the Environmental
Management Commission with Mr. Riley Smith, and served as County Clerk for the
County of Hawaii in 1995-96. If conlirmed, Ms. Bell will serve a term co-terminus
with the Mayor. when will end on December 1, 2008.

From Environmental Management Committee Chair Bob Jacobson, recommending
closing file on the following previous term bills and communications which have
become outdated or obsolete, for reasons stated: Comm. 781 (Bill 215) (1998),
removes the requirement that the County Council approve sewer extensions by
resolution, including those requested by private developers; Comm. 791 (Bill 266)
(2000). amends Chapter 2(1 of the I lawai`i County Code 1983 (1995 Edition). relating
to Refuse (Recycling and Diversion. Littering); Comm. 505 (1999), Hawaii Island
Solid Waste Advisory Committee Solid Waste Management Recommendations;
Comm. 901 0000). Kealakche Wastewater Treatment Plant operation and
maintenance inspection report: and Comm. 266 (2003), debris Dumping and the
Waikoloa community. States that some of these items may come forward as new
legislation in the future.
