Re: Statement in Strong Support of Selection of David Kimo Frankel
to the Position of Legislative Auditor
Dear Chair Safarik and Members of the Hawaii County Council:
I submit this letter, in my personal capacity, in strong support of the selection of David
Kimo Frankel to the position of Legislative Auditor.
Mr. Frankel has a combination of education and experience as both a lawyer and a
planner that make him an excellent choice for the position of Legislative Auditor. I
worked with Mr. Frankel and was his supervisor at the Office of State Planning where he
served as a planner and policy analyst in 1995 and 1996. In that capacity, as well as
other positions he has held, he has showed great resourcefulness, diverse professional
skills and untiring commitment in working with and for our state's communities.
As public servants, we all have had occasion to disagree on the difficult and complex
issues of the day and, indeed, such disagreements are an important part of public
service. However, there can be no true disagreement about Mr. Frankel's selfless and
lifelong dedication to community service. Equally important, over his career as a lawyer
and a planner, it is also clear that Mr. Frankel has acquired the necessary experience
and skills, through both community advocacy and service in important public policy
positions, to be a highly effective Legislative Auditor. Mr. Frankel will provide
professional and ethical public service to the communities of the County of Hawaii.
